Job Description

Summary Statement

The Delaware Office of Unclaimed Property (OUP)s ClaimsExaminer I plays a crucial role by conducting independent assessments to returnover $100 million dollars in unclaimed property to rightful owners all over theworld each year. OUP is looking for qualified applicants with customer serviceand experience working in a fast-paced production environment. There areopportunities for advancement via a career ladder. The positions offer predictablehours and workload with state benefits.

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive incumbents can complete job duties of similar kind not specifically listed here.

  • Examines claims which includes collecting analyzing and evaluating financial records and legal documentation (foreign and domestic) from a variety of sources such as claims from individuals estates corporations government agencies law firms etc.
  • Determines the type of claim documentation required for the return of property as well as authenticity of documents and ownership of property through an evidentiary process.
  • Approves or denies claims by applying relevant state and federal laws regulations rules and internal policies procedures and controls related to any of the following or any other relevant area: unclaimed property and escheat; tax; accounting; insurance; workers compensation; labor; or claims.
  • Conducts compliance review of the receipt inventory safeguarding and reconcilement of securities and related property to ensure all claims transactions comply with relevant state and federal laws regulations rules and internal policies procedures and controls related to any of the following or any other relevant area: unclaimed property and escheat; tax; accounting; insurance; workers compensation; labor; or claims.
  • Performs complex calculations to determine the return of securities to ensure adherence with relevant state and federal laws regulations rules and internal policies procedures and controls related to any of the following or any other relevant area: unclaimed property and escheat; tax; accounting; insurance; workers compensation; labor; or claims.
  • Communicates verbally and in writing with multiple units within the Department such as the Enforcement Fraud Prevention and Holder Reporting units as well as internal and external customers to explain legal requirements authenticate ownership ensure properties claimed are eligible for refund and to provide information regarding the progress of a claim.
  • Ensures potentially fraudulent activity is escalated and investigated.
  • Follows develops and recommends policies and procedures consistent with relevant state and federal laws regulations rules and internal policies procedures and controls related to any of the following or any other relevant area: unclaimed property and escheat; tax; accounting; insurance; workers compensation; labor; or claims.
  • Prepares written reports including claims examination findings and recommendations.
  • Utilizes computer software to perform audit and analysis.

Job Requirements

JOB REQUIREMENTS for Unclaimed Property Claims Examiner I
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Bachelors degree or higher in Accounting Business Administration Economics Finance Business Management Computer Information Systems or related field.

OR

  1. Six months experience in compiling analyzing and interpreting legal or financial data to ensure effective and efficient accounting of funds.
  2. Six months experience in customer service such as providing prompt accurate and courteous service to customers seeking information answering requests as quickly as possible ensuring customers are satisfied with service and responding to complaints.
  3. Six months experience in interpreting laws rules regulations standards policies and procedures.
  4. Six months experience in writing reports in a structured format containing an introduction presenting the thesis purpose or proposal with supporting evidence explanation facts and analysis or examples with a conclusion or recommendations.
