Job Description

Introduction

Purpose

Stormwater:

Engineering Technicians I and II implement stormwaterprograms conduct testing monitor activity and oversee the sanitary sewersystems to ensure compliance with the Wisconsin Department of Natural Resources(WDNR) Stormwater Discharge Permit requirements.

Sewer Design and Flood Mitigation:

Engineering Technicians I and II assist civil engineers bycollecting field data on sewer infrastructure and by supporting relatedconstruction projects.

Essential Functions

SURVEYING AND DRAFTING

  • Install maintain and prepare flow recorders and level measuring equipment in sanitary and storm utility holes and periodically download data from these devices.
  • Update and prepare charts maps graphs drawings and databases using Computer-Aided Design and Drafting (CADD) and Geographic Information Systems (GIS) software. Support engineers and drafting technicians with file management and document scanning.
  • Communicate relevant information to property owners.
  • Prepare and update reimbursement requests for construction projects funded by external agency grants.

STORMWATER

  • Monitor storm sewers outfalls and roadside ditches for dry weather flow estimate flow rates collect samples and perform required tests.
  • Install maintain and prepare flow recorders and other monitoring equipment in sanitary and storm utility holes and periodically download data.
  • Perform checks on the Citys Surcharge Level Indicators and record electric meter readings from the Citys bypass pumping stations following significant rain events.
  • Assist with the downspout disconnection program stormwater management plan recertifications and other initiatives within the Environmental Engineering Section.

SEWER DESIGN AND FLOOD MITIGATION

  • Conduct condition assessments of sewer mains by analyzing and scoring Closed-Circuit Television (CCTV) inspection videos.
  • Review building permits and Certified Survey Maps (CSM) for proposed developments within the City.
  • Perform field data collection on sewer infrastructure before paving projects including assessing sewer structure conditions and accurately identifying locations using Global Positioning System (GPS) tools.
  • Collect data for Geographic Information System (GIS) records.
  • Assist in documenting field conditions material testing and other activities during sewer construction projects.

    Conditions of Employment

    • Ability to meet the jobs physical demands including standing walking twisting bending climbing stairs and lifting and pushing items weighing up to 50 lbs.
    • Must withstand exposure to various environmental conditions (e.g. noise dirt pollen heat and cold).
    • Wear appropriate safety equipment including safety shoes glasses and a respirator.

    Minimum Requirements

    ENGINEERING TECHNICIAN I AND II:

    1. Successful completion of high school algebra AND high schoolgeometry.
    2. Valid drivers license and good driving record at the timeof appointment and throughout employment.
      ENGINEERING TECHNICIAN II:

      3. Two years of full-time experience performing environmentalmonitoring and sampling or closely related field surveying.

      Equivalent combinations of education and experience may beconsidered.

      Successful candidates will be placed on the highest-levellist for which they qualify.

      Desirable Qualifications

      • CADD and/or GIS experience.

      Knowledge Skills Abilities & Other Characteristics

      TECHNICAL:

      • Ability to learn the City of Milwaukee and Milwaukee Metropolitan Sewerage District (MMSD) sewer systems and their functionality.
      • Ability to read understand interpret and use construction plans and utility maps.
      • Proficient in Microsoft 365 to produce documents reports and enter data.
      • Knowledge of basic mathematical calculations including algebra geometry and trigonometry.
      • Organizational skills to prepare and maintain accurate records.
      • Ability to read maps and navigate effectively throughout the City.
      • Ability to learn and use delicate instruments to collect various samples.

      COMMUNICATION & INTERPERSONAL:

      • Ability to provide exceptional customer service through clear timely communication with internal and external stakeholders.
      • Verbal communication skills to articulate complex technical concepts to stakeholders ensuring clarity and understanding of information.
      • Written communication skills including preparing accurate and legible reports drawings and other business correspondence.
      • Ability to collaborate with individuals for successful project completion.
      • Ability to work cooperatively effectively and fairly with coworkers and residents from diverse backgrounds.

      Current Salary

      Engineering Technician I:

      The current salary range (PR 3PN) is$59541- $77225annuallyand the current resident incentive salary range for City of Milwaukee residentsis$61328-$79541.

      Engineering Technician II:

      The current salary range (PR 3QN) is$64118-$83403annuallyand the current resident incentive salary range for City of Milwaukee residentsis$66042-$85905.

      Appointment above the minimum is possible based upon experiencelevel and other qualifications and is subject to approval.
