Main Responsibilities
Methods research analysis and database development
- Undertake conceptual and methodological research relating to climate change monitoring and the SEEA including the update of the SEEA Central Framework.
- Lead work to produce a single internally consistent database on greenhouse gas emissions for the OECD (jointly with ENV and other directorates).
- Contribute to estimation of countries short and longterm greenhouse gas emission trajectories towards targets including Net Zero in 2050 (jointly with ENV and other directorates).
- Contribute to developing improved methods to estimate carbon emissions and removals from land use land use change and forestry or LULUCF (jointly with ENV and other directorates).
- Work with countries to encourage them to build SEEA accounts and in collaboration with other OECD Directorates and international organisations produce estimates to fill data gaps.
- Draft and publish working papers on environmentaleconomic accounting and climate statistics including the development of new statistics and databases.
- Contribute (as necessary) to the creation and maintenance of SEEA statistical database and associated data collections ensuring statistical quality criteria are met. Contribute (as necessary) to other work in the area of climate statistics and EEAs.
Communication liaison and horizontal work
- Act as (joint) organiser for: meetings of the programme of work to develop a single greenhouse gas database; the annual OECD/UNECE seminar on SEEA implementation; UNCEEA Area C: Global Databases.
- Play a leading role in SDDs contribution to the OECD Horizontal Project on Climate and Economic Resilience (Net Zero) as well as providing support for the OECD International Programme for Action on Climate (IPAC) and OECD Inclusive Forum on Carbon Mitigation Approaches (IFCMA).
- Contribute to the DGI Task Team on GHG Emissions Carbon Footprints and Energy Accounts.
- Contribute to the organization of the Joint UNECE/OECD Expert Meeting on Implementation of the System of EnvironmentalEconomic Accounting
- Build and maintain close contacts with internal stakeholders promoting the work of the EEA team and encouraging its use in other parts of the organisation.
- Liaise with OECD member accession and partner countries to support their work on compiling SEEA accounts and to obtain support for the EEA teams methods and research work.
- Communicate results of the OECDs work in the area of climate change monitoring and the EEAs to external audiences for example via nontechnical blogs presentations webinars or podcasts.
Qualifications :
Ideal Candidate Profile
Academic Background
- An advanced university degree (Masters or equivalent qualification) in statistics economics social sciences environment policy or a closely related field.
Professional Background
- A minimum of three years of undertaking conceptual and methodological work on statistics including experience in the use and compilation of environmentaleconomic accounts/climate statistics.
- Demonstrated experience in drafting technical notes reports and working papers.
- Proven skills in establishing and developing professional relationships in collaboration with internal experts government officials and other internal and external stakeholders.
Tools
- Excellent command of Microsoft Office software especially Excel.
- Programming skills (e.g. R Python STATA Visual Basic) would be an advantage.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
