Job Description

Responsibilities

The Space and Intelligence Sector is seeking an ExpertLevel Systems Engineer (18 years of experience) to support our National GeospatialIntelligence Agency Enterprise Engineering (NEE) program on Task Order 14. This role directly supports the NGA Source Directorate whose mission is to collect create and broker authoritative GEOINT content and services driven by deep customer insight and a strategic understanding of the GEOINT supplier landscape.

As part of this highimpact team you will work alongside both government and industry leaders contributing to initiatives that shape the future of geospatial intelligence and innovation.

In this role the Systems Engineer will provide expert support in managing policy interfaces and coordinating relationships across key frameworks including the Department of Defenses Joint Capability Integration and Development System (JCIDS) the Intelligence Community Acquisition Model Independent Cost Estimation Policy and the Intelligence Planning Programming Budgeting and Evaluation (IPPBE) process. A core focus will be sustaining a global geomagnetic data collection and modeling program.

Responsibilities include directing the development of Statements of Capabilities Analytic Issue Papers and JCIDSrelated policy and instructional documentation. The engineer will help lead multidisciplinary engineering teams in applying systems engineering best practices across the full lifecyclespanning requirements development solution engineering scheduling resilience and reliability planning service development integration test and evaluation maintainability and analytical assessments.

This role operates across the National System for GeospatialIntelligence (NSG) the Allied System for GeospatialIntelligence (ASG) and various Federal Agencies helping ensure the delivery of timely accurate and missioncritical GEOINT capabilities.

Duties include:

  • Lead the development and presentation of key decisionsupport materials including Statements of Capabilities Analytic Issue Papers Capability Requirements Policies and Analysis of Alternatives (AoA) to support strategic planning and acquisition decisions.
  • Support the maintenance and management of policy interfaces and relationships across key frameworks including the DoD Joint Capability Integration and Development System (JCIDS) Intelligence Community (IC) Acquisition Model Independent Cost Estimate Policy and the Intelligence Planning Programming Budgeting and Evaluation (IPPBE) process.
  • Maintain insight into customer requirements intelligence gaps and nonmaterial solutions while monitoring intelligence capability proposals and enterpriselevel mission needs.
  • Contribute to the oversight of program and resource allocation processes across the DoD and IC including the National Intelligence Program (NIP) and Military Intelligence Program (MIP) by developing strategic resource plans conducting programmatic and systems analysis and evaluating resource effectiveness.
  • Provide strategic advice to DoD and ODNI leadership on alternative approaches to program requirements and budget formulation considering priorities projected threats cost risk tradeoffs and resource constraints.
  • Lead and support crossfunctional teams conducting policy mission and capability analysis to ensure alignment with the National Intelligence Strategy and DoD priorities.
  • Author and contribute to a wide range of analytical products including resource strategies background papers talking points strategic evaluations and issue papers to inform senior leadership decisions at NGA DoD and the Intelligence Community.
  • Present findings recommendations and strategic options to senior leadership across the ODNI DoD and IC ensuring informed decisionmaking and effective alignment with enterprise goals.

Skills and Experience:

Required:

  • Masters degree in Systems Engineering Computer Science Information Technology Management Information Systems or related STEM degree program.
  • 18 years of technical experience is required. If this experience is as a Systems Engineer it may be considered in lieu of a degree.
  • Knowledge of the DoD/IC and its components missions and interrelationships including the ability to lead broadbased teams regarding key issues.
  • Knowledge of IC and DoD collection management or needs/requirements management procedures and governing documents as well as planning programming and budgeting processes.
  • Expertlevel (18 years) knowledge of and experience with any of the following: programmatic management strategic planning systems analysis evaluation techniques or requirement and performance management.
  • Experience with a government systems related to Geomatics.
  • Knowledge of the Geomatics and its impacts to global navigation.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly.

Desired:

  • Doctorate in Systems Engineering Computer Science Information Technology Management Information Systems or related STEM degree program.
  • Expertise in the development of AoAs and how they fit into the Milestone Decision Authoritys (MDAs) decision process Expert experience in technical collection collection system development requirements policy development and requirements management.
  • Knowledge in intelligence operations providing needs capability gaps and capability requirements support to policy planning and/or operations strategy and development for a variety of disciplines (e.g. Geospatial Intelligence geodetic /geophysical /geomagnetic data and processes Measurements and Signatures Intelligence and Communication Systems).
  • Expertlevel (18 years) experience in building an AoA Study team tailored to for the inherent nature of the AoA to be accomplished along with the time and money available to complete the AoA.
  • Expertlevel (18 years) experience in in the identification of alternatives threats and scenarios effectiveness risk and cost.
  • Expertlevel (18 years) experience in the development of the various AoA Products Most AoAs produce four major products: (1) A study plan which defines the background goals methodology tools schedule etc. of the AoA (2) A midterm progress briefing to summarize early work and future plans (3) A final report to document the AoA in detail and (4) A final briefing to summarize the final results of the AoA
  • Expertlevel (18 years) experience in the Defense Acquisition System is structured to manage the nations investments in technologies programs and product support which allows the achievement of National Security Strategy and support for the United States Armed Forces.
  • Expertlevel (18 years) experience in the AoA DOD acquisition process.
  • Expertlevel (18 years) experience in the Joint Capabilities Integration and Development System (JCIDS) Analysis and AoAs to include the FAA the FNA and the FSA.
  • Expertlevel (18 years) experience in the AoA study team selection to include organizations who typically contribute members to an AoA study team include: Operating Command (OC) Implementing Command (IC) services other service Organizations NonDoD Organizations Oversight/Advisory Organizations
  • Expertlevel (18 years) experience in development of a wellconsidered study plan that establishes a roadmap of how the analysis must proceed who is responsible for doing what and why they are doing it. Time and effort spent on the study plan before beginning the analysis helps to ensure a high quality AoA.
  • Expertlevel (18 years) experience in designing a study plan that is structured to aid in the development of the AoA Final Report. The study plan must be updatedits a living documentthroughout the AoA effort to reflect new information and changing study perceptions and direction.
