Description

The City of Richmond Department of Public Utilities is seeking a qualified Gas Construction Inspector Supervisor to oversee manage and coordinate the daily work of multiple Gas Maintenance and contractor crews. The incumbent will develop and implement general and specific work methods sequences and techniques used in the repair or replacement of gas mains and services. The incumbent may also: Review and process paperwork; utilize the Energy World Net (EWN) system to ensure that all work crews are trained on required Operator Qualifications; resolve conflicts between the City of Richmond and local property owners/local jurisdictions; Respond to gas emergencies and clarify contracts between contractors and inspectors. Additionally the incumbent will supervise technical staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures.

Duties include but are not limited to

  • Oversee daily work performed by various work crews and contractors involved in gas leak investigation and repair. Direct work activates and makes critical decisions.
  • Correspond with local state and federal agencies to coordinate work. Answer phone calls and respond to inquiries. Resolves conflicts between contractors inspectors and local residents.
  • Verify staff are kept up to date regarding Operator Qualifications. Ensure compliance with 49CFR192 O&M Manual and safety training. Attend and conduct meetings.
  • Approve time sheets leave request and daily pay tickets as needed.
  • Respond to gas leaks and other emergencies during normal business hours after hours and holidays. Take home vehicle to respond to emergency calls.
Incumbents serves as an Essential employee which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.
The selected candidate may be required to work 24 hour oncall weekend and holiday call duty as scheduled.
Required to respond to after hour emergency calls utilizing assigned take home vehicle.

Qualifications Special Certifications and Licenses

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Operator Qualification
  • VDOT Work Zone Safety
  • City of Richmond DPU Welding Training
  • Valid Virginia Drivers License

MINIMUM TRAINING AND EXPERIENCE:
  • Associates degree in civil engineering construction management mechanical engineering or a related field or vocational/specialized training that is equivalent to the satisfactory completion of two years of college education.
  • Seven years of related work experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

KNOWLEDGE SKILLS AND ABILITIES:
Considerable knowledge of city state and federal codes and regulations regarding gas systems/pipelines; CFR 49.192 Subpart N; gas service line maintenance and repair; main repair and segment replacement; and repair clamps bell joints compression couplings mechanical joints and fusion joints. Demonstrated skills in shutting down and starting up gas mains; investigating gas leaks; utilizing related equipment such as pipe locating equipment CGI testing equipment Flame Ionization unit and Multimeters; oral and written communication and interpersonal communication; and computer proficiency including RGW specific software (e.g. GIS WMS IM). Demonstrated ability to supervise others manage time effectively; prioritize; identify hazardous situations and keep up to date with new regulations and standards.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to reach extending hands and arms in any direction stand push pull lift finger (picking pinching or otherwise working primarily with fingers) grasp applying pressure to an object with fingers or palms talk see and hear. The employee is frequently required to climb balance stoop crouch crawl walk feel and use substantial repetitive motions of the wrists hands and fingers. In terms of the physical strength to perform the essential duties this classification is considered to be medium work exerting up to 50 pounds of force occasionally up to 20 pounds of force frequently and up to 10 pounds of force constantly to move objects.
