This is an exciting opportunity to join the Strategic Commissioning Team at Cornwall Council with priorities for the development commissioning and contracting of the Care Homes market as part of the delivery of the Cornwall Supported & Specialist Housing Strategy. As a Commissioning Manager you will be part of the People Commissioning Services which is responsible for the commissioning contracting quality assurance and purchasing of social care services.
The Role:
The role holder will either be managing the commissioning of care home services for older people in Cornwall.
The Commissioning Managers are senior officers reporting to the Strategic Commissioning Leads. They will be responsible for the management of Commissioning Officers and Assistant Commissioning Officers.
The role holder will be responsible for supporting the Strategic Commissioning Leads to develop and implement strategies plan new policies and frameworks and delivery of all of the strategic activities of care homes commissioning. This will ensure that services are commissioned in a way that has a focus on best practice reflective learning derives good quality service provision and cost effectiveness.
The role provides direction leadership and oversight to the activities of the staff in their teams but also has responsibility for directly leading on commissioning activities across the entire commissioning cycle for care homes.
Activities under the roles direct leadership will include leading on the delivery of complex strategic commissioning priorities and contract and supplier relationship management of some of the most strategic and critical contracts held by the Council ensuring the best outcomes for people. This will include resolving areas of high risk for the Council including strategic performance market failure poor quality outmoded models of service or delivery of the best service for people that is value for money.
The approach adopted by the Commissioning Managers will be open transparent and collaborative focusing always on the impact and outcomes that can be achieved and being ambitious for the continuous improvement of services and improved outcomes for people.
This is a public/customerfacing role where the statutory English language requirement for public sector workers applies.
This position will be subject to an enhanced criminal record disclosure check.
Working Pattern:
The working pattern will usually be 9am to 5pm Monday to Friday with a requirement to work two days a week from the office at New County Hall in Truro. There may be some occasional requirements to work out of hours due to public meetings and engagement.
