This is a hybrid role with a mix of inoffice and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Your role

Reporting to the Senior Director Digital Project Management Office you play a key role in overseeing and coordinating program work facilitating communication and collaboration among teams. You are responsible for managing risks and dependencies at the program level ensuring accountability and optimizing processes. You will work closely with the senior director technical manager and product director to ensure that program objectives are achieved and that projects are aligned with the organizations strategic priorities.

Duties and responsibilities:

  • Participate in the programs objective and key result (OKR) planning process jointly with the senior director technical manager and product director.
  • Ensure that the program is aligned with Digital Media and RadioCanada strategic directions and that projects are prioritized accordingly.
  • Participate in the programs annual budgeting process (business plan).
  • Ensure compliance with the programs labour budget (FTE).
  • Be involved in early conversations before project startup (initiation/design phase strategic vision etc.).
  • Facilitate assessment of resourcing needs with the technical manager product managers and/or project managers for the entire program.
  • Optimize resources within the program and between programs.
  • Gather all road maps and timelines from program teams in order to gain visibility into current and upcoming workstreams.
  • Manage and share changes in priorities.
  • Manage dependencies risks and issues at the program level.
    • Consolidate all risks and issues as well as their mitigation and contingency plans in a living document that is always accessible to teams and management.
    • Consolidate and share program dependencies identified by team members external teams other programs and stakeholders along with their dependency management plan in a living document that is always accessible to teams and management.
    • In all cases identify issues requiring stakeholder management and specify who is responsible for informing and consulting the relevant stakeholders.
    • Conduct a planning session with relevant parties to assess impacts and identify mitigation and contingency actions if this has not already been done.
    • Assign responsibility for monitoring and resolving each issue or plan within the agreed time frame.
    • Clearly communicate the entire plan ensuring that all team members understand their roles and responsibilities.
  • Ensure accountability to the senior director:
    • Review monthly progress reports on the various program initiatives.
    • Supported by the product director and technical manager be responsible for reviewing and challenging the summary of progress risk and issue reports provided by the project managers product managers or team managers as appropriate.
    • Ensure that project managers develop and implement the action plan to move projects from yellow status to green status.
    • Escalate redstatus projects to the senior director and help resolve issues with the project/product managers concerned.
    • Produce monthly program performance reports and present them to management.
    • Track and measure operational success using the indicators established for your program by the Digital Project Management Office and/or senior director.
  • Manage the lessons learned process. Ensure that team retrospectives take place gather relevant key learnings and share them within the program as well as with the DM program managers group and Digital Project Management Office.
  • Facilitate implementation of new DPMO tools and practices assisting with change management as needed.
  • Onboard new project managers to the program.
  • As members of the program management team the program manager product director and technical managers are jointly and collectively responsible for the teams success. They support each other share information openly and respect each others areas of responsibility.

Required Skills:

  • Knowledge and experience:
    • Bachelors or masters degree in project management business administration or other relevant field.
    • 10 years project management experience including at least three years in agile development (Scrum Kanban).
    • Two to five years experience in program management.
    • Five years experience in a digital environment.
    • Bilingualism (English/French) required.
    • Proficiency with the Google Workspace suite (Docs Sheets Slides Forms).
    • Knowledge of Jira Tempo and Confluence an asset.

Please note that this is a 12month contract position renewable annually. As well it is important to distinguish that this is not a consulting mandate but rather a regular longterm opportunity as an employee with RadioCanada complete with competitive benefits.
