This is a temporary position and there are no leave or retirement benefits offered with this position. Note: Permanent and timelimited NC State Government employees must separate from their permanent or timelimited position in order to work in a temporary position. All temporaries are limited to one NC State Government temporary assignment at a time.


Individuals hired into a temporary State job must be fully qualified for the job. This temporary position is located in Asheville NC Buncombe County.


Job Order Hourly Rate of Pay: $35.00 (Based on education and/or years of relevant work experience reflected on the application).


This temporary position will be assigned to the Department of Adult Correction (DAC). This position is located at 2992 Riverside Dr Asheville NC 28804.
The Division of Rehabilitation and Reentry oversees effortsacrossthe DAC toprovidehighquality evidencebased programsanddiverseservicesto incarcerated individuals as well as those on community supervision. Comprised of three major sections Rehabilitative Services Reentry Services and Social Work Services the Division supports DACstaff statewidein theadministrationof programsand servicestechnicalsupporttrainingandoperationguidanceprogram development andimplementation program evaluation and more.

As part of the Division of Rehabilitation and Reentry the Rehabilitative Services section is responsible for developing implementing and monitoring correctional interventions for offenders in facilities. The goals of the section include promoting public safety improving offender behavior and reducing reoffending by successful reentry back to the community. Utilizing evidencebased practices as the foundation of all programs and services offenders are prepared with skills and tools to live as productive members of the community. The section focuses on a full continuum starting with research and decision support analysis delivering evidencebased offender programs and services in the major areas of employment readiness religious and faithbased opportunities cognitive behavioral programs educational support vocational/skill training family services and parenting programs and more. The section also maintains responsibility for oversight of digital programming primarily meaning tabletbased rehabilitative resources in the hands of incarcerated individuals.


The primary purpose of this position is to support Rehabilitative Services efforts in safely and strategically expanding Work Release opportunities for incarcerated individuals in North Carolina. Work Release involves a partnership between the DAC specified correctional institutions and specified local employers to allow eligible incarcerated individuals to become employed by the local employer during incarceration. Those assigned to Work Release typically work onsite with the employer during specified hours gain valuable job skills and earn market wages. This position will support the expansion of Work Release in several ways:

  • Assisting the DAC and its partnering organizations in utilizing labor market analyses to determine optimal employment industries for Work Release opportunities.

  • Establishing and maintaining a robust employer partnership development model to successfully recruit and retain partnerships with local employers across the state. This model will involve direct and regular communication and coordination with specified DAC Institutions.

  • Coordination with DAC Institutions and employers to complete necessary onboarding and training processes for successful Work Release initiation.

  • Arranging transportation for Work Release offenders to facilitate employment to include providing transportation when necessary and approved.

  • This position will report to the Director of Rehabilitative Services and will work on a team focused on Work Release and related workforce development tasks. Frequent instate and local travel will be required with occasional overnight stays. Frequent contact with incarcerated individuals will be required.











Knowledge Skills and Abilities / Competencies

Proficiency with Microsoft Office products to include Word Excel and PowerPoint.

Experience in staff or employee recruitment public relations marketing or advertising workforce development job placement assistance or employment support.

Minimum Education and Experience Requirements

Bachelors degree in a human services or criminal justice field from an appropriately accredited institution and four years of experience in correctional programs management or related work; or an equivalent combination of education and experience.
