Who are we looking for
Our Toronto office is looking for the next QA Compliance Inspector. Reporting tothe GHD DRPthe incumbentwill be responsibleforsupervising the constructionorinstallationofdifferentcomponentstoensurecompliancewithtechnicaldrawingsToronto Hydro standards specifications and applicable Canadian standards according to GHD procedures.
The successful candidate will be responsible for delivering construction verification and audit services including quality assurance tasks such as safety inspections workmanship evaluations validation of construction activities for compliance with Toronto Hydro standards and electrical safety and O. Reg. 22/04 progress reporting witness testing and dimensional inspections across short medium and longterm timelines.

Responsibilities:
PreConstruction
- Review all construction documentation prior to attending the prejob meeting and preconstruction meeting.
- Lead or contribute to prejob meeting and discuss on construction work and safety matter
INConstruction
SiteVisitand Reporting
- Conduct daily field audits of contractor work to ensure compliance with Toronto Hydro Construction Standards OHSA EUSR and Toronto Hydro Rule Book.
- Monitor construction activities for adherence to regulations approved drawings and specifications including O. Reg. 22/04.
- Collect validate and maintain required project documentation (e.g. Form 1000 cut permits safety assessments).
- Ensure contractor compliance with applicable laws and guidelines (e.g. MTO Book 7 MCR).
- Perform critical task inspections and document findings.
- Track daily construction progress changes and materials used; document with photos markups and logs.
- Verify installed materials match Toronto Hydros bill of materials and specifications.
- Maintain accurate daily logs markups and inspection records and monitor project inspection timelines and hours.
Monthly Billing Change Order Verification and Report to Toronto Hydro
- Verify monthly quantities of installed materials and completed Construction Work units submitted by Contractors to enable interim progress and/or final payments for Construction Work subject to approval by Toronto Hydros DRP.
- Validate the Contractors measurements for all civil work for the permanent restoration like pavement sidewalk and curb removal completed on all applicable projects. Provide supporting documentation such as photographs daily log etc. Verify cut repair drawings from Contractors to validate cut repair invoices at a later date.
- Follow Toronto Hydro change order procedure and audit verify and approve contractor change orders
- Review and validate contractor change orders
- Verify that any material acquired and installed by the Contractors is in accordance with the bill of material approved by Toronto Hydro and that all materials are in accordance with the Toronto Hydro Construction Standards and specifications.
- Provide ondemand Project status update to Toronto Hydro DRP.
- Participate in site meeting as needed and other variance meetings as per project needs
- Randomly participate in contractor tailboard meetings
Safety and Quality NonCompliance
- Report quality safety or administrative noncompliance per Toronto Hydros NCR process.
- Escalate serious safety issues immediately; stop work in lifethreatening situations.
- Support incident reporting as needed.
- Present and review NCRs during safety and contractor meetings
Close Out
- Conduct final walkdowns document deficiencies and validate project completion.
- Raise and follow up on incomplete work or noncompliance items as needed.
- Review and accept AsBuilt drawings (civil and electrical) per CSA and O. Reg 22/04.
- Verify material lists and outstanding documents using checklists (e.g. GCF).
- Participate in postconstruction meetings reviews and prepare finalization and lessons learned reports.
Others
- Maintain and track project documents to ensure use of current versions.
- Prepare and distribute daily weekly and monthly progress reports.
- Coordinate project data and share updates with inspectors and stakeholders.
- Follow up with contractors and clients for required documentation.
- Support project managers with reporting spreadsheets and client communications.
Health Safety & Environment
- Accountable for the Health Safety and Environment of personnel and the enforcement of all regulations as per the Company Health and Safety Manual and the immediate reporting of any health safety or environmental incidents accidents or concerns to the Manager / Supervisor and H&S department for action.
- Demonstrates good and safe work habits and enforces a clean working environment.
Qualifications:
- Education/designation: Powerline Technician or underground equivalent shall have Lineman Ontario Provincial Classification or Journeyperson Certificate of completion issued by MEA or MTCU or Power Line Technician Red Seal Certification. Certified to work in confined spaces to conduct inspections in cable chambers.

Specific technical skills:
- Advanced ability to identify and manage electrical hazards; strong adherence to safe work practices and incident reporting.
- Proven experience in overhead and underground electrical distribution including cable pulling stringing and liveline procedures.
- Skilled in switchgear and transformer installation commissioning and inspection per industry standards.
- Proficient in reading and interpreting drawings specs and oneline diagrams.
- Knowledge of ESA EUSR OHSA and Toronto Hydro standards; able to audit utility construction and identify nonconformances.
- Familiar with highvoltage tools (e.g. boom trucks pullers) urban construction safety Book 7 traffic control and utility clearances.
- Experienced in QA/QC reporting change control and documentation throughout the project lifecycle.
