About the Role

Under the direction of the Manager of Planning Accommodation and Rentals the Associate Planner will be responsible for monitoring and tracking of municipal development through the enrolment projection software and the boards development database reconciling the Education Development Charges ByLaw and administrative support for property related matters such as licence access and reciprocal agreements. The role will provide support to HamiltonWentworth Student Transportation as it relates to sustainable modes of travel bus stop locations and loading zones as well as support various departments as it relates to enrolment projections staffing allocations and temporary accommodation needs.


Duties include but are not limited to:

  • Track residential and nonresidential property development in the boards development database and enrolment projection system and conduct site visits as required
  • Maintain monitor and update agreements (e.g. shared use leases licences parking access reciprocal agreements etc.). This includes maintenance of the boards property inventory database
  • Liaise with the public municipal staff board licence holders conterminous school boards and board departments as it relates administration of property related matters specifically licence agreements shared use agreements access agreements childcare licence agreements and other property related documentation
  • Assist in the preparation of reports and presentations
  • Participate in the creation and updating of planning related policies and their accompanying procedures
  • Participate in the boards Education Development Charges ByLaw (EDC) processes including supporting the background study development
  • Conduct the monthly reconciliation of the Education Development Charges account from the City of Hamilton in collaboration with the Finance Department and assist with the ongoing interpretation and application of the ByLaw
  • Issue annual licence renewal agreements generate licence payment calculations and create necessary eBase documents for tracking each licence agreement for the boards childcare operators
  • Provide support to HamiltonWentworth Student Transportation Services (HWSTS) as the liaison with the City of Hamilton and Daily School Routes (DSR) and gathering and analyzing data preparing reports & proposals to shift student & parent behaviour toward sustainable modes of travel
  • Provide support to HWSTS to review and assess bus stop locations and school bus loading zones
  • Support the maintenance of the Boards enrolment projection system (Student Projection System Plus (SPS))
  • Provide support across various divisions of Facility Services and other departments of the board for enrolment and accommodation processes including enrolment projections school utilization surveys portable allocations and the staffing processes
  • Track reciprocal uses between City of Hamilton and HWDSB and assists with annual reconciliation of program
  • Other related duties as assigned


Qualifications:

  • Honours Degree in Urban Planning Geography or similar program.
  • Proficiency in Geographical Information Systems (GIS) is preferred.
  • Minimum 3 5 years of demonstrated planning experience that includes reviewing legal and municipal planning documents and demographic analysis.
  • Knowledge of property lease management and administration.
  • Strong attention to detail analytical problemsolving strategic thinking and planning skills.
  • Demonstrate personal initiative sound judgement strong interpersonal written and verbal communication skills with the ability to function effectively and collaboratively with various employee groups and external contacts including school communities.
  • Advanced knowledge of Microsoft Suite programs and ability to work with database management systems (Access SQL Server etc)
  • Working knowledge of ESRI Suite (ArcGIS Pro ArcGIS Online ArcGIS extensions etc)
  • Knowledge of school planning softer (Student Projections Systems Plus (SPS))
  • The successful applicant may be required to work after hours based on system needs.
  • Valid drivers license and access to reliable transportation are required.
