Manager Health Services

Location: INUVIK NT

PositionStatus: FULLTIME (37.5 HOURS PERWEEK)

Manager Health Services

The GwichinTribal Council (GTC) located in lnuvik Northwest Territories is seeking acandidate for the role of Manager Health Services.

Reportingto the Director Health and Wellness the Manager of Health Services managesdelivery of health services to Participants of the Gwichin Comprehensive LandClaim Agreement (GCLCA) in accordance with Gwichin Tribal Council (GTC)mandates priorities and annual workplans.

TheManager oversees activities and staff in multiple service areas including Childand Family Advocacy Jordans Principal Service Coordinator Treatment &Aftercare Coordinator and the On the Land Coordinator.

SCOPE:

Provides management and brings expertise tothe delivery of quality health services.

Provides supervision to GTC staff andprograms to ensure health services are equitable efficient accessible andculturally safe.

Advise the Director Health and Wellnessservices with regard to health services delivery quality assurance plansoutcomes opportunities and risks. Including but not limited to incidentsimpacting or potentially affecting the safety and wellbeing of participants andthe integrity of GTC Health and Wellness department.

Provides operational oversight of the implementation of projects andprograms including but not limited to health promotion campaigns behaviourchange and incentive programs service delivery and implementation ofthirdparty funded projects.

Provides leadership and direction throughout program delivery bymaintaining project scope matching goals and deliverables definition of tasksand resource requirements development of work plans team building andcoordination monitoring and reporting on activities and results.

Provides operational oversight of the implementation of projects andprograms including but not limited to health promotion campaigns behaviourchange and incentive programs service delivery and implementation ofthirdparty funded projects.

Provides leadership and direction throughout program delivery bymaintaining project scope matching goals and deliverables definition of tasksand resource requirements development of work plans team building andcoordination monitoring and reporting on activities and results.

Manages human resource functions such as leave management and yearlyperformance appraisals for staff.

Ensures clear communication between all health and wellness servicestaff and regular sharing of lessons learned including but not limited tomeetings workshops reporting back after duty travel.

KNOWLEDGESKILLS AND ABILITIES

Knowledge of the overall Gwichin Tribal Councils mandate goals andobjectives and the political and social environment in which GTC programs andservices are offered.

Understanding of the Gwichin Comprehensive Land Claim Agreement

Knowledge or appreciation for Gwichin culture language and lands

Experience in community development in health and wellness.

Knowledge of colonial impacts on health outcomes for Indigenous peoples

Understanding of the NWT health and social services system includingopportunities and challenges for Gwichin communities and Participants

Understanding of promotion and prevention programs as they relate towellness wise practices and the social determinants of health.

Knowledge of issues related to residential schools addictions and trauma.

Demonstrated project financial management and budget monitoring experience.

Demonstrated communication skills both oral and written along withwelldeveloped presentation skills.

Knowledge of and ability to use MS Office suite of applications (WordExcel PowerPoint and Outlook) Operating Systems Email and Internet programs.

QUALIFICATIONS

Bachelors Degree in a Health Social Sciences or related field and/orsignificant experience in the delivery and coordination of health or socialservice programs or related programming.

A combination of education/experience will be considered includingexperience in coordination supervision of staff program managementmonitoring and evaluation and training others.

A valid class 5 drivers license is also required.

Gwichin Participants are encouraged to apply and will receive special consideration.

Preference may be given tocandidates who are Gwichin Participants and have experience working in thenonprofit or public sectors or in an Indigenous Government/Organizationpreferably in a northern context.
