Position Overview
This position is accountable for the development and implementation of state funded public transportation capital improvement programs throughout the state of Illinois excluding the northeastern Regional Transportation Authority (RTA) service area.
Essential Functions
- Serves as liaison between the Office of Intermodal Project Implementation (OIPI) and representatives of the transit providers and funding partners throughout Illinois excluding the northeastern Regional Transportation Authority (RTA) service area on all grant matters.
- Reviews and approves grant applications on the basis of need and conformance with federal and office policies and guidelines and works with federal and local funding counterparts to ensure the coordination of grant funding and scope.
- Assists with the identification of programs and capital transit projects for inclusion in the states annual transit program based on state program objectives and priorities.
- Evaluates and recommends approval when justified of all public transportation capital grant funding and payment requests.
- Ensures onsite inspection of project facilities equipment use and construction activities and remains abreast of transit related activities and service board legislative initiatives.
- Monitors public transit activities throughout the state excluding the northeastern RTA service area investigates and analyzes issues as they relate to state transit policy and contributes to the annual review of internal transit procedures manuals.
- Performs special high priority assignments related to the activities of the OIPI.
- Works with the Bureau Chief of Transit Capital to set staff priorities and manage the timeliness of meeting deadlines.
- Trains directs motivates and evaluates subordinates to ensure a welldeveloped and competent staff.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelors degree majoring in business administration business management finance project management or public administration PLUS three years of experience with transit project and program management transit grant management procurement monitoring projects for scope and budget compliance managing multiple funding sources or a combination thereof; OR eleven years of experience with transit project and program management transit grant management budget analysis monitoring projects for scope and budget compliance managing multiple funding sources or a combination thereof.
Preferred Qualifications
- Two years supervisory experience of direct reports covered by collective bargaining agreements.
- Detailoriented with strong organizational skills.
- Ability to analyze articulate and solve complex problems and recommend solutions to leadership.
- Ability and willingness to perform quality assurance and quality control and provide suggested revisions and critical feedback to subordinates.
- Experience with state and federal transit grant programs.
- Ability to plan and adapt and adjust staff assignments as needs and funding availability change.
- Strong oral and written communication skills.
- Experience with capital infrastructure project management including onsite inspection.
- Experience with webbased grant and project management systems.
