Job Description

4 months contract with a Local Authority
Job Summary:
The post holder will be accountable for leading the delivery of education learning inclusion and family services for children and young people.
This includes overseeing special educational needs (SEN) services schools development early help services and youth offending services ensuring the Council meets its statutory obligations and strategic priorities.
The role requires strong leadership in driving educational improvements supporting vulnerable learners and managing the allocation of resources to deliver highquality services to the community.

Key Duties/Accountabilities (Sample):
Leadership and Strategic Oversight: Lead the implementation of the Council s vision for education inclusion and services for young people.
Educational Support: Provide professional advice to schools and early years settings ensuring high educational standards and improving outcomes for children and young people.
Family Solutions: Oversee services that support families including early help stronger families and children s centres to improve social outcomes.
SEND Services: Lead the strategic development of special educational needs and disabilities (SEND) services ensuring effective provision and compliance with relevant legislation.
Youth Services and Offending: Manage the youth offending service and youth provision promoting innovation and integrated working with the community.
Resource Management: Manage the allocation of financial human and physical resources within the department ensuring value for money and compliance with budgetary controls.
Performance Monitoring: Ensure data analysis is used to monitor the performance of schools and services enabling intervention where necessary to maintain and improve standards.
Collaboration and Partnerships: Work with internal and external partners ensuring collaborative working and effective service delivery across a range of services.
Staff Leadership and Development: Lead and motivate a team of professionals fostering an environment of continuous improvement and professional development.
Policy and Strategy Implementation: Contribute to the development of corporate strategies and ensure services are aligned with broader Council objectives policies and statutory requirements.
Elected Member Support: Provide advice and support to elected members on matters related to education social care and family services working within the political framework of the Council.
Public Engagement: Ensure services reflect the diversity of the community promoting inclusivity and engagement with stakeholders.

Skills/Experience:
Leadership and Management: Proven experience of leading senior management teams particularly within public sector services such as children s social care education or health.
Service Transformation: Demonstrated success in managing significant service change with a focus on efficiency and customer satisfaction.
Knowledge of Legislation and Policy: Thorough understanding of relevant legislation and Council policies with the ability to apply this in practice.
Resource and Financial Management: Strong background in managing financial and human resources ensuring efficient service delivery within budgetary constraints.
Partnership Development: Proven ability to build and sustain effective working relationships with key external partners including education providers health services and community organisations.
Communication Skills: Excellent written and oral communication skills capable of engaging with a variety of stakeholders including elected members staff and external partners.
Political Acumen: Experience of working successfully within a political framework managing the expectations and needs of elected members.
SEN and Youth Services Knowledge: Indepth knowledge and experience of working within the SEND sector and youth services including understanding the challenges and strategies to improve outcomes.

Additional Information:
Enhanced DBS is required for this role.
Educated to degree level or equivalent with evidence of professional leadership qualifications or relevant training.
