Job Description

Job Title: Senior Manager Industrial Security

Job Description:

The Division Security Lead must maintain awareness and understanding of DoD Collateral and SAP security policies procedures and work instructions in collaboration with applicable government guidelines. Primary duties of this position entail performing a variety of program security related duties ensuring compliance with National Industrial Security Program Operating Manual (NISPOM 32 CFR Part 117) and JFAN. Successful candidate will independently support classified programs by managing Government Contract DD254s and working directly with program management engineering and support staff and contracts personnel. In addition successful candidate will support DoD customer programs with these processes: suitability interviews for candidates and internal employees seeking assignment to cleared positions: clearance processing protocols; formulating solutions to difficult security problems including Program Protection Plans physical security evaluations; handling COMSEC material appropriately; Leading the Insider Threat working Group for the CAGE. and basic understanding of Cyber Security and RMF protocols. Additionally the successful candidate will be responsible for developing Personnel Security processes and procedures with an emphasis on collecting reliable and valuable metrics regarding cleared personnel. They will train all personnel security staff on customer driven processes and procedures tracking reportable incidents travel and life events providing security clearance guidance managing visit requests and assisting customers with security related issues.

Essential Functions:

Successful candidate will have excellent organizational skills intermediate computing skills to include a basic understanding of database management have excellent verbal and written communications skills and a thorough understanding of the major industrial security functions. The successful candidate will:

  • Develop and apply local policies and procedures required to manage Department of Defense (DoD) & Special Access programs and to protect classified information and resources in accordance with government directives.
  • Responsible for all aspects of security to include personnel physical technical COMSEC and classification management in a Sensitive Collateral environment utilizing the requirements set forth in the NISPOM/ICDs.
  • Act as a technical authority in interpreting and applying classification guidance for assigned programs.
  • Communicate security policies procedures counterintelligence news and applicable information to keep employees up to date with potential security changes and implementation.
  • Develop relationships through effective communications with our external customers (Government Associate Defense Contractors Subcontractors former employees) and our internal leadership peers and customers.
  • Establish manage and control classified information and material within Restricted Open Storage and Special Access Program Facilities (SAPFs).
  • Ensure adequate secure storage and workspaces for customers conduct annual inventory of accountable classified material ensure proper destruction of classified materials per customer controls.
  • Develop security plans and administer security programs and procedures for classified or proprietary materials documents and equipment in support of current contracts and in response to RFPs in the pursuit of new business.
  • Present specific program briefings debriefings and refresher training for program personnel
  • Investigate security violations and infractions preparing reports as required and communicating with DoD Defense Counterintelligence and Security Agency (DCSA) Representatives when necessary.
  • Participate in the Insider Threat Working Group (ITWG) program in collaboration with Counterintelligence team members.
  • Maintain expert level of proficiency with U.S. government personnel security and reporting databases (i.e. Defense Information System for Security (DISS) (NBIS) to ensure prompt & current management oversight of cleared personnel.
  • Protect Personal Identifiable Information (PII) with a high level of trust and sensitivity.
  • Create and maintain all Personnel Security related policies procedures and forms.
  • Manage the clearance PreScreening/suitability process; required to meet with potential newhires and conduct security baseline interviews against the adjudicative guidelines and make autonomous recommendations to hiring managers/recruiters for suitability.
  • Provide direction to the Security team in resolving issues encountered during the processing of cases relative to adverse information and must use discretion if/when reported adverse information must be conveyed to the government.
  • Act independently on projects and coordinate with corporate management and peers to drive change and implement continuity.
  • Collaborate with government security counterparts when provided with new government directives and policy notes. The subject must plan and implement government policy to security management program management internal security staff and cleared employees.
  • Generate necessary reports to support Program Management on cleared staff sponsorship; onoff/boarding for classified programs supporting staffing needs.
  • Receive review and submit cleared employee reports related to reportable life events security incidents and foreign travel. Upon review must make decision whether the reported event needs further review/action from management and/or counterintelligence team.
  • Provide direction and guidance to members of the Personnel Security Team to ensure that the security clearance foreign travel and incident reporting processes are efficient and timely.
  • Develop maintain & monitor departmental budgets.

Qualifications:

  • Bachelors Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience.
  • Secret US Security Clearance

Preferred Additional Skills:

  • Top Secret US Security Clearance
  • Must possess a current adjudicated Single Scope Background Investigation (SSBI).
  • Must be proficient in computer skills including the use of Microsoft Office (i.e. Word PowerPoint Excel) and Outlook
  • Accomplished oral and written communication skills
  • Highly organized with ability to manage multiple priorities and time sensitive deliverables
  • Hands on selfstarting disciplined and detailoriented individual with ability to work independently in a highvolume environment
  • Efficient proactive responsive team player
  • Experience using DISS SIMS and various DOD and IC Personnel Security Databases
  • Familiarity with NISPOM ICD 503 and 705 and DODM 5205.07
