HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Impact:

As the Supervising Investigator (Investigator Employee Discipline L3) for the Division of Investigations you will be responsible for conducting highly confidential and sensitive investigations and studies concerning the fraudulent acts of administrative misconduct and incompetency of agency officials or employees violations of Agency/City rules and regulations and the development and implementation of plans and programs for the control and prevention of misconduct or incompetent practices including internal security.

Your Role:

Under direction with wide latitude for independent action and decision the Supervising Investigator will supervise a large unit performing disciplinary investigations. They will advise subordinates on difficult matters and interprets rules regulations codes and policy for the guidance of the investigating staff. They will serve as consultant in the investigation of difficult cases. They will also plan and coordinate investigation schedules and assignments as well as prepare review and evaluate all reports and recommendations submitted for administrative action. Finally they will supervise training programs and conduct highly complex or special investigations. In the temporary absence of the supervisor they may also perform the duties of that position.


Your Responsibilities:

Experience working in housing voucher administration and supervision.
Conducting investigations and providing supervisory guidance to the Inspector Generals office on matters of Federally funded housing vouchers.
Significant legal and policy experience determining the financial implications for the City.
Demonstrate ingenuity resourcefulness creativity independence and analytic thinking in performing their case work.
Ability to independently advance their own investigations and to supervise the work of junior investigators.
Must meet the highest standards of professionalism discretion and integrity.
Conduct and supervise complex and longtern investigations of fraud and corruption involving landlords affordable housing subsidies and entitles engaged in housingrelated business with NYC
The ability to use all types of investigative tools including subpoenas and interviews.
Must have the experience and knowledge of the agencies and regulations governing housing vouchers to serve as a resource for colleagues providing guidance and assistance as needed.

Preferred skills:

Substantive knowledge of Federal State and Local employment laws
Working knowledge of disability rights issues
Proven ability to communicate verbally and in writing with all levels of a diverse workforce
An eagerness to work on a closeknit team
A keen sense of how to engage effectively in tough conversations
Strong interpersonal skills
Experience working independently with minimal oversight
Highest ability to exercise and maintain confidentiality

Qualifications :

1. A baccalaureate degree from accredited college; or
2. A fouryear high school diploma or its educational equivalent and four years of satisfactory fulltime experience in one or more of the fields of accounting auditing correction administration criminal justice administration and planning forensic science inspection law enforcement personnel administration police science and security or in a major operational area of the agency in which the appointment is to be made; or
3. Education and/or experience equivalent to 1 or 2 above.
