Turner & Townsend are looking for an experienced Senior Cost Manager and/or Quantity Surveyor to act as the key day to day client interface ensuring that client objectives are met through the delivery of a valueadded cost management service.
To be successful in this role you must have great communication skills and becomfortable operating in a clientfacing role. The ideal candidate will beselfmotivated driven and able to work independently as well as part of a team. In this significant position you will be responsible for providing leadership and direction embedding and promoting the purpose values and vision of Turner & Townsend.
Responsibilities:
- Estimating and negotiating change orders throughout the construction lifecycle.
- Provide estimate and cost planning to include producing and presenting the final cost plan.
- Review and participate with the design services team and general contractor in the development of the cost estimates.
- Reconcile changes and assist the general contractor to ensure that their data is accurate.
- Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update.
- Prepare written comments to the general contractors submissions including the executive summary.
- Coordinate all sources of cost information for cost discussions and suppliers direct from NPA subs quantities from A/Es.
- Inform and drive engineering priorities based on cost impact.
- Work proactively with minimal supervision to resolve scheduling issues.
- Manage cost checks and carry out valuations on larger projects. Complete timely accurate cost checking and valuation processes.
- Participate effectively with post contract cost variances and the change control processes.
- Manage Cost impact / contingency management and commitment tracking logs.
- Prepare funding data presentations and coordinate VE sessions with stakeholders.
- Developing cost plans and estimates through the design phase delivering updated cost plans at appropriate design milestones.
- Providing commercial input to design optioneering and input into value engineering exercises.
- Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.
- Performing quantity surveying cost controls and change management activities throughout the project lifecycle.
- Ensuring that postcontract cost variances and change control processes are managed effectively.
- Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.
- Carrying out the production of monthly cost reports for presentation to the client.
- Ensuring that final accounts are negotiated and agreed in a timely manner.
- Compiling as built cost estimate records for benchmarking purposes.
- Identify coach and mentor talent to realize their potential and celebrate the success of others.
- Display excellence in leadership and service delivery on commissions is in line with the conditions of appointment
- Financial Management Utilize internal software to track ongoing margin levels and monthly fee/resource forecasts for each commission and financial reports
- Implement and maintain the use of internal Business Management Systems and company delivery methodologies and tools in the office to ensure consistent delivery of best practice for Clients and the company
- Be a role model that drives a one business culture that achieves great outcomes by striking the right balance for our people clients stakeholders and society.
- SOX control responsibilities may be part of this role which are to be adhered to where applicable.
Project/Program Specific duties:
- Establish cost control and contract administration procedure with detailed workflow for project stakeholders.
- Manage overall construction budget and execution status to identify any impact on the Project.
- Manage contract administration such as Change Order (Inc. Evaluation) GC and Consultants Payment GCs Prevailing Wages Claims Notices Early warnings Approvals Compliances Breaches and Terminations Extensions Entitlements Disputes and Reconciliations contract closing out other general contractual matters etc.
- Prepare periodic and nonperiodic cost reports with dashboard in conjunction with project coordinator with regards to commercial progress and issues.
Cost Management Procedure
- Develop cost approval procedure for internal/external stakeholders regarding cost and contractual with work scope of each stakeholder.
- Establish payment bond warrantees and contract administrative procedure for all stakeholders.
- Establish change procedure in line with design change process to integrate Change Management System
- Establish detailed Claim and Dispute Resolution procedures for internal / external stakeholders of the project.
- Establish Substantial Completion Takingover and Contract Closingout procedures for internal / external stakeholders of the project.
- Standardize cost management tools and templates to ensure clear coordination among internal stakeholders.
Budget Management
- Prepare Cash Flow Forecasting in conjunction with Planning Manager based on the Project Baseline Program and the Project Master Schedule.
- Identify and recommend the cost saving/cost reduction value enhancement items and any procurement options to secure the project budget.
- Periodically assess and identify Contracts or Changes request which may have a significant impact on schedule cost or quality of the project.
- Provide commercial analysis and recommendation for any items in relation to the overall
Program
- Manage Change and Claim which will be arisen by the Consultants and GC.
- Recommend and assist the Client with mitigation measures to address contract / change order that may pose a commercial risk to the Program.
Contract Administration
- Administer Warranties (or bonds) Insurances/OCIP Invoice Payment of the Consultants and the Contractors.
- Administer the Takingover and contract closeout process.
- Periodically provide and update Project Budget Change and Claim Monitoring Report indicating status and key trends.
Report
- Periodically provide and update commercial visibility and contract issue updates to the Client on the Invoicing Payments Notices Early warnings Approvals Compliances Breaches and terminations Extensions Entitlements Disputes and reconciliations and general contractual issue.
- Prepare the Closingout commercial report to the Client for project record and reference of similar project of the Client for project record and reference of similar project of the client.
Qualifications :
CORE COMPETENCIES
- BE / BS Engineering for Civil engineering.
- 1020 years experiences in construction project.
- 510 years experiences in Plant Project with similar scale.
- 510 years experiences in Cost & Contract managerial position of PMC.
- RICS accredited or working towards it is preferred.
OTHER KNOWLODGE AND SKILLS
- Ability to prioritize and plan effectively.
- Knowledge of Contract Management of construction projects.
- Knowledge of Construction Management.
- Ability to effectively communicate and coordinate progress cost construction activities with project stakeholders.
- Experience of leading cost management on medium or large sized construction projects of medium to high complexity.
- Construction consultancy experience is strongly preferred.
- Good knowledge of construction industry technical matters such as different procurement routes value management and value engineering.
- Excellent communication skills.
