The Department of Agriculture Conservation and Forestry is recruiting to fill a Seasonal full time (44 weeks) State Racing Steward position.

BRIEF JOB DESCRIPTION: This is investigative and protective services work in overseeing and monitoring all activities associated with harness racing in the State.

RESPONSIBILITIES INCLUDE:

  • Acting as the official representative of the Maine State Harness Racing Commission at all harness racing activities and enforcing applicable laws rules and regulations.
  • Acting as a Presiding Judge at any association that requests the State to provide the services of the position.
  • Overseeing the work of licensed racing personnel in order to ensure duties are performed in accordance with applicable laws rules and regulations.
  • Interpreting and enforcing state laws and United States Trotting Association (USTA) rules and regulations in order to ensure understanding and compliance as well as training and administering examinations for persons desiring USTA licensing.
  • Evaluating the performance of race judges in order to advise the Commission of activities and participate in race judge selection process.
  • Recommending establishment of new and revising existing Commission rules and regulations in order to participate in the rulemaking process.
  • Directs drawing of races in order to ensure adherence to applicable rules and interpreting and answering questions regarding racing rules and regulations.
  • Inspecting tracks and other facilities in order to identify safety hazards and violations.
  • Testifying as the Commissioners expert witness at appeal hearings and making recommendations in order to provide information.
  • Screening licensing applications in order to make recommendations to the Commission.
  • Writing and submitting summaries of racing activities to the Commission in order to advise members of licenses issued violations and appeals.

Work is performed under limited supervision and statewide travel is required. Overnight stays are also possible.

MINIMUM QUALIFICATIONS: Six (6) years of experience in harness racing administration which includes at least one (1) year as an Associate or Presiding Judge.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS (These must be met by all employees prior to attaining permanent status in this class):
Licensed as Presiding Judge by USTA.

Preference will be given to candidates who have a current ROAP (Race Officials Accreditation Program) certification.
