SUMMARY

The City of Charlotte Finance Department is seeking a Financial Reporting Accountant II to work in the Financial Reporting Division. This position serves as a member of the Financial Reporting team which consists of a Chief Accountant Assistant Chief Accountant Accountants a Budget and Finance Analyst and Accounting Technician.

This position will perform advanced professional work managing an accounting related operation and reviewing and preparing financial statements in accordance with generally accepted accounting principles (GAAP) for governmental organizations.

The selected candidate will work with the Chief and Assistant Chief Accountant department heads city staff and other financial professionals inside the organization. This position reports to the Financial Reporting Accountant III.

  • Major Duties and Responsibilities:
  • Ensure the integrity of the Citys financial statements
  • Monitor financial transactions and ensure appropriate application of generally accepted accounting principles
  • Maintain the Citys capital asset system by ensuring that capital asset acquisitions transfers disposals and retirements are recorded properly and timely
  • Review enter and approve capital assets transactions

  • Knowledge Skills & Abilities:
  • Thorough knowledge of the principles and practices of governmental accounting
  • Advanced knowledge of the general methods for evaluating financial performance such as income statement preparation variance analysis and breakeven analysis
  • Proficient with personal computers including spreadsheet and database applications
  • Ability to establish and maintain effective working relationships
  • Strong written and oral communication skills
  • Perform monthly reconciliation of capital assets to the general ledger
  • Prepare and review annual and interim financial statements that include supporting workpapers; prepare other reports as required by federal and state regulations auditors (internal or external) or other agencies.
  • Prepare and review general journal and budget entries
  • Conduct yearly inventory review
  • Conduct annual construction in progress meetings
  • Document and update procedures of the capital assets process
  • Provide capital asset training
  • Assist with implementation of Governmental Accounting Standard Board standards
  • Assist in the implementation of the Citys new Workday Enterprise Resource Planning System
  • Conduct research and provide information as needed on various projects
  • Ensure compliance with other required financial reports
  • Participate in other projects as needed or assigned

  • Minimum Qualifications:
  • Bachelors Level Degree and Three Years of Experience
  • Or Masters Level Degree and One Year of Experience
  • CPA (Certified Public Accountant) is required.
  • Proof of eligibility to sit for the Uniform Certified Public Accountant Exam
  • Pass all four sections of the CPA exam within two years of employment with the City.
  • Obtain CPA license within three years of employment with the City.

  • Preferred Qualifications:
  • In depth knowledge of governmental accounting and sophisticated governmental entities
  • Three or more years of relevant government work experience in accounting

Bachelors Level Degree and Three Years of Experience

Masters Level Degree and One Year of Experience

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a preemployment drugscreening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
