This is a FullTime 40 Hour Weekly position with the Department of Social Services. For more information on the DSS please visit .

The Division of Behavioral Health Community Behavioral Health Program is responsible for the oversight of statefunded mental health and substance use disorder treatment services provided to youth and adults in the community through accredited agencies. This position will be responsible for assisting with financial eligibility determinations fiscal oversight and accountability of contracted funds including claim troubleshooting contract structuring and other duties as assigned. The Division of Behavioral Health is looking for an individual that is committed to service provides attention to detail and has excellent communication and organizational skills. The primary duties associated with this position are:

  • assist with developing budgets for federal grants;
  • assist with developing budget requests for state funds;
  • assist with writing of contracts and provider agreements for services;
  • monitor provider contracts and agreements for adherence to required activities;
  • answer questions regarding program eligibility processes and procedures and policies;
  • financial eligibility determination for state funded services;
  • provide technical assistance and support to providers with the Divisions management information system.


The Ideal Candidate Will Have:
bachelors degree or associate degree in business administration finance accounting or human services related field with grant management experience or two years experience in finance bookkeeping or other related experience. Preference for individuals who are detailoriented and have experience with finance or grant management proficient in excel and ability to learn new programs.

Knowledge of:

  • applicable state and federal laws rules and regulations;
  • administrative practices and procedures;
  • management of federal grants;
  • behavioral health provider system;
  • Microsoft Office Word Excel and Access including building and using spreadsheets and databases efficiently to collect and analyze data fiscal expenditures and projections of expenditures.


Skill to:

  • write and communicate effectively and efficiently;
  • exercise independent judgment within established guidelines;
  • effectively manage workload and assigned tasks;
  • effectively manage time to meet deadlines.


Ability to:

  • efficiently use and build spreadsheets and databases to collect and analyze data and outcomes;
  • prepare clear and concise documentation reports and correspondence that reflect relevant facts;
  • develop and implement administrative procedures and evaluate efficiency and effectiveness;
  • establish and maintain effective and collaborative working relationships with stakeholders;
  • demonstrate compassion respect courtesy and tact when interacting with others;
  • actively listen elicit when needed and communicate information effectively and accurately both orally and in writing;
  • exercise sound judgment in the performance of assigned responsibilities;
  • assume initiative with minimal supervision;
  • gather and analyze data reason logically and accurately and solve problems using common sense reasoning and resourcefulness;
  • analyze and evaluate programs and make recommendations for program improvement;
  • manage assigned programs including working in webbased applications and management information systems.


This position is eligible for Veterans Preference per ARSD 55:10:02:08.
