We are seeking a Scientific Reviewerto support the National Institutes of Healths (NIH) world renowned National Institute of Allergy and Infectious Diseases (NIAID) in Bethesda MD. Responsibilities

  • Provide interpretation and guidance on statutes regulations policies and procedures as they relate to the award grant program in general and as related to individual awards.
  • Provide technical assistance developing and analyzing the organizations grant program.
  • Resolve referral issues related to grant application assignments by negotiating and interacting with CSR and other IC staff.
  • Coordinate and execute requests of 901 (transfer withdrawal IRG change etc.).
  • Coordinate and execute requests of ARA (approval of big grant budget issue(s).
  • Assist with managing RDA (Request for DRR Analysis) and work with CSR to resolve.
  • Edit dual assignments of grant applications per request of program divisions.
  • Coordinate and process disaggregation requests of grant applications.
  • Coordinate with Program divisions and other IC staff for ICs referral guidelines revisions.
  • Attend CSR Referral Liaison meetings to keep up to date on regulations referral policies and standard operating procedures.
  • Serve as SME on SOPs; review and procedures related to receipt and referral.
  • Coordinate negotiation of receipt date requests with DRR/CSR.
  • Liaise between CSR and Program Divisions on slate nominations.
  • Coordinate negotiation of special emphasis panels and locus of review changes with DRR/CSR.
  • Draft correspondence to address any administrative or management issues related to grant applications.
  • Review and evaluate for accuracy and completeness competing and noncompeting grant applications.
  • Assist in analyzing and preparing reports to track the status of awards and funding.
  • Maintain the Grant Flex and Contract Flex tabs on .
  • Creates and maintains a database for grant activities.
  • Develop and assign SEP names for grant applications and SEP numbers for contract proposal submissions.
  • Performs queries conducts analysis and produces reports.
  • Research and develop a variety of grantrelated reports summaries and dashboards to inform staff.
  • Review monthly locus of review reports from CSR for PARs and RFAs.
  • Provide support and routine updates to staff.
  • Review the IRG/SRG Reassignment/Referral section in the Peer Review Module daily to check which applications CSR/DRR have completed processing and are ready for assignment to an SRO or standing committee and assign applications accordingly.
  • Provide SEP announcements to the Lead SRO and all pertinent parties including the secondary SRO SSRO and assigned CPRS and RS via email memorandum etc.
  • Communicate council deferrals to CSR.
  • Identifies grants that are ready for final processing.
  • Delete empty SEPs in IMPAC.

Qualifications

  • Ph.D. in biomedical or life sciences or related field. Or three (3) years of specialized experience plus a masters degree. Or five (5) years of specialized experience plus a bachelors degree is equivalent to a Ph.D.
  • Experience developing and analyzing grant programs.
  • Experience with grant applications.
  • Experience with maintaining databases.
  • Excellent oral and written communications skills.
  • Organizational and interpersonal abilities; proficiency in technical/scientific writing.
  • Proficiency in Microsoft Office suite (MS Access experience).
