GENERAL DESCRIPTION:


The Wyoming Department of Transportation (WYDOT) is seeking a dedicated and experienced Highway Maintenance Supervisor II to oversee the Northern District 3 maintenance operations. This role is based in Jackson Afton and Pinedale and includes managing the states only avalanche control crew. As the Highway Maintenance Supervisor II you will lead and mentor teams performing essential highway maintenance duties to ensure Wyomings roadways remain safe highquality and efficient yearround.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Identifies training needs of subordinate supervisors and crews; ensures training is completed; may conduct training for subordinate supervisors assigned staff and/or other District personnel; develops performance plans with subordinate supervisors; participates in employee hiring firing disciplining coaching and development; maintains an effective workforce.
  • Consolidates multiple and/or competing budget requests and makes related recommendations to upper management.
  • Oversees supervisors in the scheduling and utilization of crew members materials equipment and resources in order to accomplish planned and unplanned maintenance projects
  • Collaborates with upper management to facilitate resolutions to issues. Communicates with the public as necessary to facilitate a resolution to concerns.
  • Ensures that all labor employee time materials and inventory are recorded accurately in agency databases and monitors the project progress for several crews while comparing to allowable budgetary expenses; communicates needed budget allowances to the District Maintenance Engineer and reallocates funds across subordinate crews to keep projects moving forward
  • Prepares purchase requests for equipment and tools; prepares bids for services and obtains quotes according to state and agency procurement rules
  • Responsible for contractor oversight or to assist subordinate supervisors with oversight; may have oversight over rest area caretakers contracted snow removal/asphalt repair companies or any other related contracted services.
  • Coordinates travel and lodging arrangements for traveling crew members; responsible for the appropriate fiscal documentation and timely submission to the agency accounting office
  • Communicates with district management other maintenance crews and the public to resolve issues and address unforeseen or immediate maintenance needs; ensures that work is completed on time on budget safely and in accordance with state and federal quality standards
  • Works with subordinate supervisors when there are issues with a project. This may require altering work plans collaboration with other crews/districts job coaching and working in the field
  • Considers potential impacts to road sections and public mobility when issues arise that impede projects and makes decisions to reallocate labor and resources or to change the project plans; communicates decisions to the District Maintenance Engineer when there is a significant impact to the public
  • Ensures that all subordinate supervisors and crews adhere to established safety policies and procedures
  • Utilize ERP to run reports to confirm the fiscal accountability of the assigned crews annual maintenance work plan.
  • Assists other and/or absent Highway Maintenance Supervisors I and II when requested; maintains regular communication with maintenance staff and district engineers to ensure staffing levels are adequate anticipated weather events have appropriate coverage and that agency service level commitments are upheld on road sections
  • Performs fieldwork as necessary to ensure assigned projects and snow removal operations are completed effectively and efficiently.

Qualifications


PREFERENCES:


Preference may be given to applicants with at least one year of supervisory experience with WYDOT.


KNOWLEDGE:




Education:
Bachelors Degree (typically in Management)
Experience:
13 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Supervisor I

Certificates Licenses Registrations:
Class A Commercial Drivers License
OR
Education & ExperienceSubstitution:
47 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Supervisor I

Certificates Licenses Registrations:
Class A Commercial Drivers License

  • Qualifying eligibility and criteria for the hiring bonus
    • Temporary employees accepting a fulltime position.
    • Current employees accepting a promotional opportunity recruitment must have been opened to the public.
    • One year of service to WYDOT must be completed; failure to complete the requirement will forfeit the hiring incentive and funds will be recouped from final pay.
    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
    • Employees would only be eligible for one (1) hiring bonus in a 12month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period they would be required to pay the bonus back.
