POSITION: Program Coordinator Multilingual Education
JOB SUMMARY: Under the direction and supervision of the Assistant Superintendent of Curriculum and Instruction is responsible for overseeing the implementation and growth of the Multilingual Learners program within Joliet Public Schools District 86. The Multilingual Education Coordinator is responsible for developing implementing and overseeing programs designed to support multilingual learners. This role involves coordinating resources collaborating with educators and ensuring that programs meet the linguistic and cultural needs of diverse student populations.
ESSENTIAL FUNCTIONS:
- Ensure compliance with state and federal regulations related to multilingual education programs.
- Support the strategic direction of the Districts Multilingual programs.
- Assists in the use of data research legislation and state/federal guidelines to ensure and evaluate and lead development and compliance.
- Provide leadership training and support to educators while ensuring that applicable programs align with district goals and the multilingual standards for students.
- Provide leadership in the organization and execution of District screening procedures for student placement at all levels program placement criteria and in accordance with regulatory guidance the maintenance of student records establishment of ESL Progress Reports and the monitoring of students who have exited the program.
- Provide building support to the instructional sta and administration in the implementation and practice of WIDA strategies.
- Oversee program implementation (systems structures curriculum and professional learning) to ensure consistent use of the WIDA strategies to promote language development for students.
- Lead educator teams in the selection and/or development of instructional materials implement and monitor pilot programs and recommend appropriate textbooks and supplementary materials
- Assess student language proficiency and develop individualized learning plans for equitable access to language support.
- Collaborate with teachers administrators and families to monitor and evaluate program effectiveness making adjustments as needed.
- Organize and coordinate and facilitate professional development opportunities and WIDA training for teachers support staff and administrators to enhance eective instructional practices.
- Foster and implement a communication system to ensure family and community engagement events and resources for schools for the successful longterm implementation of integrating multilingual programming.
- Serve as a liaison between schools families and community organizations to foster strong partnerships.
- Provide support and feedback to multilingual educators and Instructional coaches.
- Work in partnership with school administrators and the Human Resources Department in all facets of the employment screening and recommendation process and onboarding for educator paraprofessional and office personnel positions.
- Work collaboratively within the Curriculum Department and Building staff with all aspects involved in the coordination of the districtwide administration of testing (ie:ACCESS).
- Prepare and maintain accurate records of student progress and ACCESS testing for District 86
- Work with representatives of the Districts instructional technology staff to ensure the monitoring and adjusting of student information (enrollment programmatic demographic etc) in District information systems (ie:Aspen and ISBEs Student Information System) to ensure proper ELL data reporting throughout the year for standardized state assessment taking and reporting planning and reporting purposes.
- Monitor student progress and analyze the multilingual program data to drive improvement over time
- Prepare for state audits by maintaining accurate and uptodate documentation.
- Manage grant budgets monitor spending and ensure proper use of funds in line with grant requirements.
- Facilitate instructional coaching and ESL meetings and PLCs.
- Support and participate in parent/family (BPAC) and community organizations. Enhance communication with families and community agencies.
- Perform any additional duties/tasks as assigned by the Assistant Superintendent for Curriculum and Instruction or Designee.
QUALIFICATIONS:
EDUCATION AND LICENSURE:
- Masters degree from an accredited college or university with training in administration supervision and/or other educationrelated areas.
- Valid Illinois Professional Educator License with appropriate administrative endorsement (ie: Principal Superintendent etc.) as well as approval in bilingual and/or ESL education
- Valid Appropriate Illinois credentials to evaluate certied sta
- Education in program and personnel administration and supervision curriculum development and instruction with an emphasis in bilingual education or English as a second language
EXPERIENCE:
Three (3) years of successful educational leadership administrative or program supervisory experience is preferred
Four (4)years of successful teaching or related service experience is required (ie: school counselor social worker etc.)
Background in professional development or instructional coaching preferred in addition to experience motivating and counseling students
OTHER SKILLS AND ABILITIES
- Fluent in oral and written Spanish.
- Excellent communication presentation and listening skills.
- Experience with leading or facilitating teams and motivating colleagues toward high standards and continuous improvement mindset.
- Demonstrated knowledge of best practices in curriculum instruction and assessment in bilingual education.
- Record of successful implementation of Illinois Priority Learning Standards and the WIDA English Language Development (ELD) Standards.
- Evidence of instructional leadership with a strong commitment to academic excellence with high expectations of students and sta.
- Strong background in core content with experience with multitiered systems of support and data analysis.
- An administrative leadership style based on eective human relations and a studentfocused continuous improvement model;
- Demonstrated knowledge of best practices in curriculum and instruction at the elementary and junior high/middle school level;
- Ability and exibility to work with limited supervision in a fastpaced environment with frequent interruptions
- Eective skills in gathering information in order to respond to questions inquiries and/or complaints as well as assist in the resolution of conict with courtesy tact and respect.
- Demonstrated excellence as an educational leader with strong organizational problemsolving solving and human relations skills
- Actively promotes the belief that all students can learn and advocates for equitable learning opportunities within a rigorous curriculum for all students especially those from traditionally underserved or marginalized populations.

- Understanding of the range of services and requirements to meet the needs of a diverse student population including special education enrichment and multilingual services and demonstrated use of strategies for ensuring practice of the same;
- The vision compassion and enthusiasm for eective team leadership to motivate high standards addressing achievement gaps and continuous improvement;
- Ability to communicate verbally and in writing in Spanish is strongly preferred
- Record of accountability in project management including preparing and maintaining accurate records and meeting strict deadlines

TERMS OF EMPLOYMENT: Minimum annual base salary for this position is $ 83453 to be determined by the Superintendent based on experience and credentials. In addition to salary this position oers fringe benets including but not limited to Board Contribution to the Teachers Retirement System (TRS) health dental vision and life insurance. This is a 12month certied administrative nonbargaining position. FLSA Exempt Status.
EVALUATION: Performance of this role will be evaluated in accordance with the provisions of the Boards policy on evaluation of professional personnel and in accordance with the applicable provisions of the Illinois School Code related to Principal evaluation.
