The Psychiatric Security Review Board (PSRB) was created by Oregon Legislature in 1977 to assume jurisdiction of those persons who successfully assert the insanity defense to criminal charge. In the past 40 years its success has resulted in an expansion of programs serving Oregonians. This includes its jurisdiction over youth who successfully assert the insanity defense; a firearm restoration program for those with a historical mental health adjudication; its jurisdiction over persons who commit severe criminal acts but who are not competent to stand trial; and the reclassification and relief of registration requirements for those with a sex offender designation who are currently or had previously been under the PSRB due to that designation.
The Boards mission is to protect the public by working with partnering agencies to ensure person under its jurisdiction receive the necessary services and support to reduce the risk of future dangerous behavior using recognized principles of risk assessment victims interest and personcentered care.
Your New Role!
The Program Performance Analyst is an invaluable member of the PSRBs small collaborative and dynamic team. In this role you will participate in a variety of challenging and fulfilling processes to ensure the Board is meeting its statutory timelines and to uphold due process rights.
Primary duties and responsibility of the position include:
Supports agency leadership in developing and executing strategic initiatives across the agencys five program areasGEI REI EDPQMD Gun Relief and SO Class/Reclass/Relief programs.
Provides operational and policy support ensuring compliance efficiency and driving system improvements by leading efforts to analyze and enhance processes aligning them with statutes administrative rules technology modernization and best practices.
Key responsibilities include identifying inefficiencies recommending improvements supporting training initiatives coordinating rulemaking and drafting rules and policy and procedure development.
Working Conditions:
Locked shared office environment in Southeast Portland
HybridRemote work schedule following a period of successful onboarding and thereafter as business needs provide. Inoffice required a minimum of three days per week.
Work hours 85 MondayFriday
Weekly hearings held remotely using Microsoft TEAMS

What We Are Looking For
Minimum Qualifications:
A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or any degree demonstrating the capacity for the knowledge and skills; OR
Any combination of experience or education equivalent to three years technicallevel experience that typically supports the knowledge and skill requirements listed for the classification.
Desired Attributes:
Expertise in Administrative Hearings and Rulemaking: Familiarity with administrative hearings procedures and processes as well as experience with Oregons rulemaking procedures and drafting language for rules.
Strong Analytical Skills: Ability to interpret statutes case law administrative rules and agency policies and translate them into actionable plans while identifying inefficiencies and recommending improvements.
Project Management Expertise: Proficiency in developing managing and tracking longterm operational plans with clear milestones timelines and the ability to break complex tasks into manageable steps.
Independent and Proactive: Experience working independently with minimal supervision demonstrating initiative and accountability while staying focused on longterm goals and prioritizing tasks effectively.
Attention to Detail and Compliance: Strong focus on ensuring compliance with legal regulatory and agencyspecific requirements including managing accurate records and case management systems.
Communication Skills: Strong written and verbal communication abilities to draft policies procedural documents and effectively communicate complex issues to varied audiences.
Collaboration and Partner Engagement: Ability to collaborate with internal and external interested parties fostering partnerships to improve programs develop policies and address challenges.
Adaptability and ProblemSolving: Capacity to adapt to changing priorities processes or regulations and quickly develop solutions in ambiguous or evolving situations.
Customer Service and External Relations: Skill in serving as a liaison responding to inquiries providing excellent customer service and managing complex public records or legal issues.
Continuous Improvement and Innovation: Ability to identify opportunities for operational improvements refine processes based on changing needs and recommend changes that enhance service delivery.
Preference Statement:
Preference will be given to candidates with prior experience in administrative law procedures compliance and policy or other rulemaking roles demonstrating a strong understanding of legal or governmental processes and procedures.

A hybrid work schedule is available after the onboarding process and integration to the organization has been completed. Inoffice work will be required approximately 3x per week. Current work schedule is Monday Friday 8 to 5 pm.
Additional Details
Employee is required to possess and maintain a valid drivers license issued by the state where the employee resides.
Finalists will be subject to a computerized criminal history background data may be grounds for immediate disqualification. Must pass a fingerprint based criminal background check for access to LEDS (Law Enforcement Data Systems) criminal histories of license applicants.
Employee is required to obtain and maintain CJIS clearance.
Agency does not offer visa sponsorship. Within three days of hire applicants will be required to complete I9 documentation and confirm authorization to work in the United States.
