Position Marketing Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMAOHS) is seeking a Nuclear Safety StaffAttorney I for the Division of Legal Services. This position will serve as a legal and technical advisor for the Agency whileproviding advice and counsel regarding relevant legal matters to agency leaders. The ideal candidate for this position willhave experience making legal interpretations based on laws and regulations as well as the ability to maintain cooperativeworking relationships with their peers. About the Agency Statement: Are you ready to make a difference in the lives of others The Illinois Emergency Management Agency and Office of Homeland Security (IEMAOHS) is a team of dedicated public servants who are committed to better preparing the State of Illinois for natural manmade or technological disasters hazards or acts of terrorism. IEMAOHS coordinates the States disaster mitigation preparedness response and recovery programs and activities functions as the State Emergency Response Commission and maintains a 24hour Communication Center and State Emergency Operations Center (SEOC). The SEOC acts as lead in crisis/consequence management response and operations to notify activate deploy and employ state resources in response to any threat or act of terrorism. IEMAOHS assists local governments with multihazard emergency operations plans and maintains the Illinois Emergency Operations is also responsible for protecting Illinois residents from the potentially harmful effects of ionizing radiation administering more than two dozen programs to protect citizens and the environment. Programs include extensive emergency planning and response efforts and training for local responders for accidents involving radiation; inspecting and regulating radioactive materials licensees; registering and inspecting radiation producing equipment and facilities statewide; accrediting medical radiation technologists; and certifying mammography facilities. IEMAOHS also monitors 11 nuclear power reactors at six nuclear stations licensed to generate electricity in Illinois and inspects and escorts spent nuclear fuel shipments.
This position is a union position; therefore provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position.

Essential Functions
- Serves as a legal and technical advisor to Agency General Counsel Deputy General Counsel and various programs as assigned.
- Provides advice and counsel regarding the planning evaluation development and validation of programs standards policies methods techniques and procedures and assists in their implementation.
- Responsible for coordinating and representing Agency in enforcement and collection actions initiated by programs.
- Researches interprets provides advice on pending legislation court orders statutes and regulations for implementation.
- Under the guidance of Deputy General Counsel and General Counsel provides assistance with internal investigations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a law degree.
- Must be licensed to practice law in Illinois prior to commencing employment.
Preferred Qualifications
- Three (3) years of experience interpreting and applying state and federal law and administrative rules and regulations for state or federal agencies.
- Two (2) years of experience providing legal guidance on the legality of an organizations activities policy matters rules regulations procedures administration operations and litigation.
- Two (2) years of professional experience analyzing proposed legislation amendments resolutions procedures and administrative rules and regulations to recommend changes that promotes the integrity of the organizations programs.
- Two (2) years of experience developing and maintaining cooperative working relationships.
- Two (2) years of experience developing shortterm and longterm objectives to advance organizational goals.
Conditions of Employment
- A criminal history check with the Illinois State Police.
- Ability to use stateissued equipment such as cell phone laptop etc.
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This requires the ability to work evenings and weekends.
