The West Daly Regional Council covers 14000 square kilometres and is located about 300 to 420 kilometres southwest of Darwin. The area is mainly rural with three Indigenous communities at Peppimenarti Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).

Position Summary:
The Health Safety Risk & Training Coordinator is responsible for contributing to the provision of a healthy and safe workplace and culture by coordinating the development implementation monitoring and review of Councils Training Risk and WHS frameworks in accordance with West Daly Regional Council strategic and regional plans policies procedures and relevant legislation. The role is also responsible for the planning coordination and delivery of programs to support policy implementation education and proactively encouraging organisational staff to develop skills eliminate or mitigate risks within the risk management framework.
The key duties of this role include but are not limited to:
Training and Development
- Support People Culture and Safety Manager in the development and implementation of training programs for employees encompassing compliance training diversity and inclusion initiatives and career development opportunities.
- Design implement and monitor the centralised online training workflow including training requests and approvals in line with team budgets and evaluation.
- Identify and assess the necessary skills and capabilities of the workforce and prioritise and design effective and efficient development programs to ensure employees possess the required skills to meet organisational objectives.
- Collaborate with the People Culture and Safety Manager and organisational stakeholders on the ongoing development programs and initiatives to strengthen workforce capability and engagement.
- Promote professional development programs in collaboration with all staff and manage and manager service providers.
- Advise coach and mentor staff at varying levels across Council to strengthen and enhance capabilities.
- Evaluate and report on training and development programs through appropriate reporting mechanisms and frameworks.
- Develop strong relationships and partnerships with internal and external stakeholders to support and provide quality performance development expertise.
- Oversee the implementation of the annual training calendar and manage the endtoend training process for all staff.
- Assist with ensuring all qualifications accreditations and compliance related requirements (including Drivers Licence first aid working with children/Ochre Card National Criminal History Check) are up to date for all employees.
Health Safety & Risk
- Monitor and evaluate Councils exposure to risks; Work with the People Culture and Safety Manager to ensure internal reviews commissioned by the Audit & Risk Committee are conducted within the agreed timeframes and budgets and reported back to the Committee.
- Coordinate the development implementation and maintenance of Councils enterprise risk management framework and safety management system and deliver risk management and WHS services to Council.
- Provide high level support for the implementation and application of the Enterprise Risk Management Framework including strategic risk review risk appetite risk culture risk reporting and operational risk review.
- Provide accurate and consistent advice to employees and management to facilitate the proactive management of WHS and risk management across Council.
- Facilitate risk assessments review incidents and contribute to investigations which include identifying learnings and opportunities for improvement.
- Apply a continuous improvement framework through regular gap analysis auditing and review of Councils safety management system and associated actions including monitoring changes in legislation and regulations.
- Coordinate manage and perform the planning and delivery of the internal compliance function including compliance reviews and identifying opportunities for improvement to ensure that Council acts in compliance with legislation and policy.
- Coordinate an effective internal audit function and provide support in the provision of advice to Managers in relation to any other assurance activity across the organisation.
- Maintain monitoring systems and associated reporting to identify trends critical incidents and areas of high risk.
- Contribute to the successful design and delivery of risk and WHS projects and initiatives ensuring deadlines are met.
- Any other reasonable duties delegated by the People Culture and Safety Manager which are within level.
About You
To be successful in the role you must have:
- Degree or equivalent transferrable experience in training risk and/or training work health and safety and/or internal audit.
- Certificate IV in Work Health and Safety (mandatory).
- Working knowledge of and demonstrated ability to interpret and apply WHS legislation.
- Demonstrated experience / capacity in providing reliable and professional advice to employees and management at all levels across a broad spectrum of Training Risk and WHS related matters.
- Excellent written analytical and verbal communication skills with the ability to work across all levels within the business and build and maintain working relationships with all stakeholders in a clientfocused and crosscultural environment.
- High level organisational prioritisation and time management skills.
- National Criminal History Check clearance and Current Working with children/Ochre Card.
- Current Northern Territory Drivers Licence.
- Ability to travel to remote communities as required on light aircraft or by 4WD which may include overnight stays.
