Description

The City of Richmond Department of Public Utilities Richmond Gas Works is seeking a qualified candidate for the position of GIS Analyst Corrosionwithin the Corrosion Compliance Group. This critical position supports regulatory compliance and public safety by ensuring the accuracy consistency and regulatory compliance of all digital asbuilt records. The selected candidate will play a key role in enforcing standards maintaining digital records supporting GIS integrationupgrading and debugging software;creating applications to support field data collection; creating scripts to automate tasks; updating and editing data and mapping products; creating new mapping products; responding to information requests; creating and maintaining documentation; integrating GIS data into other systems and databases; performing database maintenance procedures; coordinating with vendors; and providing customer training and support.


This position is considered an Essential Personnel which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Duties include but are not limited to

  • Enforce compliance with industry standards for digital asbuilt documentation
  • Validate and verify field data to ensure accurate and compliant GIS and asset management records
  • Manages and maintains databases to ensure accuracy and functionality; maintains certain maps and data files
  • Performs data analysis; determines best approach to the analysis; troubleshoots and selects appropriate solution; reports results in best manner possible.
  • Collaborate with contractors field staff and internal teams to address documentation deficiencies and locating issues
  • Assist with transitioning paper records to digital systems ensuring proper metadata and format
  • Edits and updates other forms of data and information as needed.
  • Provide guidance and training on digital compliance tools and procedures

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors Degree in information technology geography geographical information systems or a directly related field.
  • Two years of professional level GIS programming analysis data management and/or cartographic product experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. High school diploma or equivalent

PREFERRED TRAINING AND EXPERIENCE:

  • Knowledge of digital compliance documentation practices
  • Proficiency in GIS software and Microsoft Office Suite
  • Attention to detail and ability to enforce standards with consistency
  • Strong analytical organizational and communication skills
  • Ability to multitask and manage priorities in a deadlinedriven environment
  • Familiarity with utility operations

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Drivers License with a satisfactory driving record and a valid Commonwealth of Virginia Drivers License within 30 days of hire

KNOWLEDGE SKILLS AND ABILITIES:Knowledge(some combination of the following):

  • Natural Gas Industry Operations: Understanding of pipelines valves meters regulators and related infrastructure.
  • Regulatory Compliance: Familiarity with PHMSA regulations (e.g. CFR Parts 192 & 195) statespecific pipeline safety rules and compliance documentation requirements.
  • GIS Principles: Strong grasp of geospatial concepts coordinate systems spatial analysis and cartographic best practices.
  • Asset Management Systems: Knowledge of systems like ESRI ArcGIS ArcGIS Pro ArcGIS Online and related enterprise geodatabases.
  • Field Data Collection: Understanding mobile data collection processes using tools like Collector Field Maps Survey123 and GPS technologies.
  • Data Standards and Integrity: Awareness of data governance QA/QC processes and how they relate to regulatory and operational reporting.


Skills(some combination of the following):

  • Spatial Analysis & Mapping: Ability to perform detailed spatial queries geoprocessing and produce maps/reports to support compliance and field teams.
  • Data Management: Skilled in editing and maintaining geodatabases versioning and syncing fieldcollected data.
  • Technical Reporting: Proficient in generating compliancerelated reports documentation and visualizations using GIS data.
  • ProblemSolving: Ability to identify and troubleshoot GIS data discrepancies misaligned assets or missing documentation.
  • Automation & Scripting (preferred): Experience with Python Arcade or ModelBuilder to streamline GIS workflows.
  • Communication: Capable of translating complex spatial data into clear actionable insights for engineers field crews and compliance teams.


Abilities(some combination of the following):

  • CrossFunctional Collaboration: Work effectively with compliance officers corrosion technicians and field crews to ensure GIS reflects realworld assets.
  • Attention to Detail: Detect subtle errors or inconsistencies in spatial data that could impact regulatory compliance.
  • Prioritization: Manage multiple GIS and compliance requests in a deadlinedriven environment.
  • Adaptability: Quickly learn and apply evolving GIS technologies and changing compliance standards.
  • Training & Support: Provide guidance to field personnel on using GIS tools for documentation and data collection.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly perform repetitive motions see hear talk and finger; frequently walk stand and reach; occasionally feel grasp lift pull push crawl crouch stoop and kneel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 20 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
