Minimum Qualifications

MINIMUM QUALIFICATIONS:
Five years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR

Six years of fulltime work experience in any field plus two years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR

A bachelors degree plus two years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR

An advanced degree or a Juris Doctorate plus one year of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of fulltime work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Specification

Function of Work:
To perform research analysis and policy management activities related to statewide health or social service program(s).

Level of Work:
Advanced.

Supervision Received:
Broad from a Program Monitor SupervisorDHH or higher level.

Supervision Exercised:
None.

Location of Work:
Department of Health and Hospitals; Human Service Districts as established; and other social service entities as established by an approved DSCS Allocation Criteria Memorandum.

Job Distinctions:
Differs from Program Monitor SupervisorDHH by the absence of supervisory responsibility.

Differs from Program Manager 1ADHH and Program Manager 1BDHH by the absence of responsibility for administering small or less complex statewide program(s).

Job Duties and Other Information

Other duties:
  • Monitor the regional budget to ensure that contract monies and family support monies are being utilized to the fullest and assist the Imperial Calcasieu Human Services Authority (ImCal) Developmental Disabilities Director (DD) with budget planning.
  • Schedule and chair ImCal DD provider meetings.
  • Serve as Coordinator and facilitator for the ImCal HSA Regional Advisory Committee (RAC)
  • Verify eligibility determinations through OCDD data management system in order to proceed with potential alternate living request.
  • Initiate application process for individuals requesting alternative living services that have not completed the OCDD entry process.
  • Coordinate and facilitate community organized functions with other state city and private organizations.
  • Answer requests for information and/or contact information to any statewide residential providers or other regional offices as requested.
  • Performs other tasks and duties assigned by direct supervisor and/or administrator of the OCDD Regional Office.
  • Promote the concept of community based alternative living resources for persons with developmental disabilities within a choice based system.
  • As assigned by DD Director will serve as liaison at meetings conferences and other functions such as participate in Adult Mental Health Court in order to assist with coordination of services and linkage to community resources.
  • Participates and/or trains on quality processes and initiatives for the DD Division. Plans and/or conducts committees relating to the development and training for implementation of QE policies.
  • Quarterly reports AP outcomes at the Provider Meeting and to ImCal HSA RAC.
  • Attend staff meetings and inservice training to stay abreast of current trends and new developments in the DD field.
  • Quarterly obtains and submits data for Louisiana Performance Accountability System (LaPAS) reporting.
  • Adhere to Civil Service LDH OCDD and ImCal HSA policies and procedures.
  • Attend emergency preparedness training and maintain readiness to assist with state identified emergency situations.
