- MINIMUM QUALIFICATIONS:
Five years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR
Six years of fulltime work experience in any field plus two years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR
A bachelors degree plus two years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of fulltime work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

- Develops and maintains an internal system to analyze Developmental Disability (DD) Medicaid Waiver and Community Service Programs for regional Quality Enhancement (QE) activities to identify any problem areas and recommend appropriate corrective action.
- Regularly reviews data receives recommendations and establishes new agency goals with regional management teams. Data includes: compiled data results complaints Medicaid Request for Services Registry (RFSR) Corrective Action Plans (CAP) and any other activity to promote agency quality. Collaborates with Regional Early Steps regarding collection of information/data for the AP Report.
- Evaluate Medicaid Waiver Providers Medicaid Support Coordination Agencies and Early Steps Single Point of Entry (SPOE) Provider Quality Plans due annually using the Quality Enhancement System and Plan Approval Process. Make determination within timeframes and notify provider. Provide training and technical assistance to providers as they request support.
- Monitor monthly the Medicaid Request for Services Registry (RFSR) for timely submission of Statement of Approvals (SOA) for individuals eligible for DD services and programs.
- Monitor OCDD Level of Care/Plan of Care (LOC/POC) Quality for identified Medicaid Waiver recipients utilizing the OCDD LOC/POC Interpretive Guidelines. Enter results into data system and transmit to OCDD Central Office.
- Develops policies and procedures pertaining to the QE processes for the efficient and effective operation of the region. Oversees the implementation of these policies to assure compliance with Office for Citizens with Developmental Disabilities (OCDD) and Imperial Calcasieu Human Services Authority (ImCal HSA) goals and objectives. Monitors the utilization and performance of the Accountability Plan (AP) to assure that all agency DD programs and initiatives are completing actions according to established timelines and guidelines.
- Coordinates and leads monitoring of Medicaid Support Coordination agencies ensuring compliance within the Center for Medicaid/Medicare Services (CMS) guidelines for the region using the OCDD Support Coordination Agency Monitoring policy. Coordinates and trains Medicaid Waiver Unit to perform onsite monitoring visits. Determine levels and findings and compile monitoring results using Louisiana Support Coordination Application (LASCA). Develop final report and monitor follow up activities.
- Provide weekly Critical Incident Report ticklers to ensure Medicaid timelines are met for submission of the reports involving all Medicaid Waiver recipients.
- Lead worker for coordination facilitation compliance training and monitoring of Settings Rule with Medicaid Home and Community Based Services (HCBS) to ensure HCBS providers meet Center for Medicaid/Medicare Services (CMS) guidelines with Medicaid Waiver providers.
- Manages the flow of information and data related to quality enhancement processes. Analyzes trends/patterns in quality improvement findings. Compiles reports and makes recommendations for changes. Provides QE Plan updates on regular basis to Regional Management Teams. Prepares Regional Quarterly and Annual Performance Reports for review and submission.
- Gathers stakeholder input through complaint management and questionnaires received by DD Division. Follow Customer Complaint Operational Instructions and timelines for all service delivery areas. Keep staff informed of any policy changes and train new employees on complaint procedures. Manage complaint data in data system. Annually review complaints for trends and patterns. Develop implement and maintain an ImCal HSA satisfaction questionnaire to gauge stakeholder satisfaction levels with ImCal service delivery.
- Monitor the OCDD Participants Services Database for data such as National Voter Registration Act (NVRA) Family Support caseloads etc. on the Performance Indicator components to ensure data reliability. Provide technical assistance and guidance to support personnel in their collection and submission of reliable data collection.
- Manage coordinate and direct the regional Data Review Team in conducting internal monitoring of data results reviewing quality goals and corrective action plans receiving and evaluating recommendations and making recommendations to the management team. Directs the quarterly review of the AP report and corrective action plans to the Regional Advisory Committee (RAC) for input and recommendations.
- Respond to OCDD audit findings related to DD services and develops corrective action plans of identified programmatic issues.
- Level II authority for nursing home certification for Developmental Disabilities population. Approve expenditures of Medicaid funds for services provided in nursing facilities in Region V. Review nursing home admissions involving people with developmental disabilities in compliance with Federal Regulations CFR 42 Part 483 Subpart Preadmission Screening and Annual Review (PASRR) of Mentally Ill and Mentally Retarded Individuals. Receive Level II Screening requests for individuals with developmental disabilities requesting admission into any nursing facility in Region 5. Review nursing home referral packets which Include Medicaid Forms 148 SMS M.D. order Level 1 PASRR and LOCET for completeness according to federal regulations for acceptance of the packet notifying the Office of Aging and Adult Services (OAAS) for any needed information to proceed with conducting the Level II review. Obtain information from review of social general medical specialty medical psychological psychiatric information to determine whether the PASRR determination will be individualized or categorical. Conduct the Level II Screening. Complete the written evaluation report to include reference to all documentation considered in the determination decision. Distribute written evaluation reports and notices of determination within an annual average of nine (9) working days from the date of referral of complete packet to the referring OAAS for Medicaid payment to begin. Notify applicant attending physician OAAS and OCDD central office of the results of the Level II decision. Identify all persons residing in nursing homes that require specialized services and make those determinations per OCDD policy. Monthly monitoring for children and quarterly monitoring of adults in nursing homes requiring specialized services to ensure services are being provided and submit monitoring findings to central office on a quarterly basis. Prepare information and summary of evidence for nursing home admission appeals. Maintains accounting of time involvement in PASRRrelated activities for PASRR billing purposes.
- Maintain knowledge of a variety of supports and payment source mechanisms for such in order to professionally communicate with applicants and/or their families to explore alternate living options and services in lieu of nursing facility for people with developmental disabilities.
- Verify DD eligibility determinations through OCDD data management system in order to proceed with potential alternate living request in ICF/IID.
- Provide specialized support coordination to children (ages 021) living in nursing facilities and their families to locate other living options out of the facility. This is specialized due to the health care issues involved in these medically fragile children. Incumbent coordinates specialized services such as educational medical social therapeutic as recommended by meet the needs of children while in nursing facilities. At least annually evaluates and reviews situation of children in nursing homes and makes decision if continued certification is approved.
- Regional Coordinator for Early and Periodic Screening Diagnostic and Treatment (EPSDT). Provide support coordination to assist Medicaid eligible children ages 021 which includes Chisholm class members.
- Assist with receipt and review of all required components (at a minimum: general and specialized medical information psychiatric information social information Individual Support Plan and Inventory for Client and Agency Planning service scores) of admission packets for completeness within 5 working days as identified in policy for all ICF/IID admissions following federal and state guidelines.
- For Medicaid recipients track critical incidents through a report to identify remediation needs and quality improvement goals and to determine the effectiveness of the strategies employed to assure resolution to the critical incident report. Follow up with Medicaid Support Coordination agencies to ensure proper documentation and recommendations are being adhered to. Provide technical assistance as necessary to support coordination agencies/ providers.
- Make timely referrals to other agencies as necessary. Assure that activities occur within required timelines including closure of the incident within thirty (30) days unless an extension has been granted. Complete final report and summary then submit documentation to waiver supervisor for review and closure of critical incidents.
- Provide technical assistance to Medicaid providers on current residential certification policies and procedures.
- Serves as a backup to the DD Director during times incumbent is away from office.
- Monitor the regional budget to ensure that contract monies and family support monies are being utilized to the fullest and assist the Imperial Calcasieu Human Services Authority (ImCal) Developmental Disabilities Director (DD) with budget planning.
- Schedule and chair ImCal DD provider meetings.
- Serve as Coordinator and facilitator for the ImCal HSA Regional Advisory Committee (RAC)
- Verify eligibility determinations through OCDD data management system in order to proceed with potential alternate living request.
- Initiate application process for individuals requesting alternative living services that have not completed the OCDD entry process.
- Coordinate and facilitate community organized functions with other state city and private organizations.
- Answer requests for information and/or contact information to any statewide residential providers or other regional offices as requested.
- Performs other tasks and duties assigned by direct supervisor and/or administrator of the OCDD Regional Office.
- Promote the concept of community based alternative living resources for persons with developmental disabilities within a choice based system.
- As assigned by DD Director will serve as liaison at meetings conferences and other functions such as participate in Adult Mental Health Court in order to assist with coordination of services and linkage to community resources.
- Participates and/or trains on quality processes and initiatives for the DD Division. Plans and/or conducts committees relating to the development and training for implementation of QE policies.
- Quarterly reports AP outcomes at the Provider Meeting and to ImCal HSA RAC.
- Attend staff meetings and inservice training to stay abreast of current trends and new developments in the DD field.
- Quarterly obtains and submits data for Louisiana Performance Accountability System (LaPAS) reporting.
- Adhere to Civil Service LDH OCDD and ImCal HSA policies and procedures.
- Attend emergency preparedness training and maintain readiness to assist with state identified emergency situations.
