Job Description

**The Colorado Rapid Rehousing for Reentry (COR3) Program Manager is charged with supervising staff managing programmatic budgets coordinating activities among community partners collaborating with key stakeholders ensuring compliance with all applicable rules regulations laws and funder requirements and achieving program objectives. Directly oversees client service teams and is responsible for developing and implementing programspecific policies and practices that support staff and client wellbeing the professional development of staff members and promote positive outcomes for clients. The COR3 Program serves individuals who are justice involved and possess a behavioral health or substance use concern a desire to work with this population is crucial.


Essential Duties and Responsibilities

Oversees the assigned grant agreement by ensuring compliance with grant commitment and expectations of program funders and VOA including the provision of supportive services.

Trains supervises and evaluates staff members. Ensures compliance with the requirements of their respective job descriptions and accordance with established best practice standards. Responsible for performance management and evaluations.

Composes and manages annual program budgets representative of grant agreements with program funders; monitors expenses and revises budgets as needed.

Conducts and facilitates regular internal reviews of all components including monitoring for compliance to program requirements and best practice though client file reviews and client and community feedback. Provides follow up and/or corrective action as necessary.

Plays a prominent role in program development contributing to strategic planning and implementation.

Collaborates with the team to ensure the clients voice is consistently heard and integrated into service delivery.

Is proactive in remaining apprised of evolving program regulations standards and best practice and effectively integrates these practices into program operations.

Collaborates with administrative services staff to ensure that appropriate financial personnel and operational standards are adhered to as indicated by grant agreements with program funders.

Aggregates and reviews program data to determine the effectiveness of services and progress in meeting service goals as indicated by program funders.

Reviews general ledgers monthly to ensure spending adheres to grant agreements.

Reviews and approves invoices for program expenses and ensures expenses adhere to grant agreements.

Utilizes program data to develop strategic action plans for outreach and service delivery.

Ensures program staff provide accurate and timely documentation adhere to confidentiality record keeping reporting and data entry and collection standards.

Coordinates activities among community and maintains excellent working relationship with community stakeholders.

Assists in preparation of regular grant applications updated or requests for information.

Collaborates with statewide field office staff to facilitate the continuity of highquality services.

Performs all other duties as assigned.


Anticipated Outcomes

Ensures that all grant outcomes for the region are met and that grant budget is fully spent each year.

Ensures that program participants receive services within one week of initial contact.

Ensures that program participants are housed within one month but no longer than 3 months.

Ensure all other outcomes are met as required by the funding source and Volunteers of America Colorado

Travel throughout the programs service area is required on a regular basis.

Must be able to work in diverse and at times uncomfortable environments such as homeless shelters service facilities streets offices and all other locations as necessary to fulfill program objectives.


Position Type and Expected Hours of Work

FullTime or PartTime as indicated in posting.

Work hours may vary but are typically scheduled around a 40hour workweek designed to fulfill program objectives with occasional overtime requirements.


Location

Throughout program service area. VSS Field Offices located are in: Denver Greeley Fort Collins Grand Junction Durango Pueblo and Colorado Springs

Salary Range: $56486.00$66000.00 Annual Exempt

Requirements

Competencies

Minimum Qualifications of Position

Bachelors degree in public administration business administration human services or a closely related field or 4 years of equivalent work experience.

1 years of direct supervisory or management experience.

Demonstrated ability to fulfill relevant program compliance and administrative requirements.

Demonstrated ability to lead teams of human service professionals.

Demonstrated abilities in effectively managing program grant agreements contracts and finances.

Must possess a Colorado drivers license and statemandated automobile insurance.

Must possess a personal vehicle that may be used for workrelated travel (reimbursement for mileage is available).

Must complete agency and program credentialing within 12 weeks of hire and maintain credentialing standards thereafter.


Preferred Qualifications of Position

Masters degree in in public administration business administration human services or a closely related field.

2 years of management experience.


Knowledge and Skills

Demonstrated skillsets in financial management operational management grants/contacts managements and personnel management.

Ability to inspire train mentor and lead teams.

Ability to respectfully and professionally serve individuals hailing from diverse backgrounds cultures ideologies and religions.
