Job Overview

The Illinois Environmental Protection Agency (Illinois EPA) Bureau of Water is seeking a highly qualified individual to serve as the PreConstruction Unit Manager of the Infrastructure Financial Assistance Section (IFAS). The successful candidate will possess strong leadership and communication skills and be willing to utilize innovative ways to guide staff within the Section to meet the present and future demands of the infrastructure funding programs. They will lead the PreConstruction Unit; the successful candidate for this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water at various levels explaining policies to state federal and local governments industry public interest groups and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies standards and procedural guidelines for IFAS operations. Essential Functions

• Serves as a fullline supervisor directs managers overseeing the PreConstruction Unit for the Bureau of Water in the Infrastructure Financial Assistance Section (IFAS);
• Reviews and processes complex difficult and technical administrative documents required in the SRF loan programs and state and federal grant programs.
• Performs special project assignments on behalf of the Section Manager requiring advance knowledge of various aspects involved with administration of the State Revolving Fund (SRF) programs and an indepth knowledge of programs and procedures of the IL EPA.
• Directs actions taken on grant and loan applications.
• Develops prepares and updates program documents including loan application materials guidance documents and the USEPA Operating Agreements governing the administration of the loan programs in Illinois.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge skill and mental development equivalent to the completion of four years of college.
• Requires prior experience equivalent to four years of progressively responsible administrative experience in interpreting

and applying state and federal environmental regulations in water pollution control and/or public water supply.

Preferred Qualifications (In Order of Significance)

• At least (4) four years of experience in planning developing organizing and managing an environmental grant and/or loan

program.

• At least (4) four years of experience in developing recommending and implementing policies and procedures pertaining to

a major environmental program.

• At least (4) four years of experience in developing and maintaining ongoing communications with private and public

organizations officials of other state and/or federal agencies.

• At least (4) four years of experience in directing coordinating and reviewing program activities.
• At least (4) four years of experience in developing a program budget.
• At least (4) years of experience in working with budget officers to establish program budget appropriations or funding.
• At least (4) years of experience supervising professional staff in an office setting.

Conditions of Employment

• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the

• This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring

the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)
requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of
Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics
