Job Summary:


The Director of Behavioral Health is responsible for the strategic oversight development and integration of all behavioral health services at ETS including mental health substance use and cooccurring disorder care. This role is instrumental in shaping the vision and infrastructure for mental health programming ensuring services are aligned with ETSs Philosophy of Care and integrated across departments to improve participant access and outcomes.


The Director of Behavioral Health provides direct supervision to behavioral health leadership across ETS clinics and mobile programs and collaborates closely with internal and external partners to expand access to culturally responsive lowbarrier care. This role leads major initiatives related to program development project management service evaluation and workforce development in behavioral health.


What you contribute to this role Responsibilities:

Program Oversight and Integration

  • Provide strategic leadership for behavioral health services across all ETS clinics and mobile programs.
  • Develop and implement systems that support alignment and integration across behavioral health teams including clinical social services engagement intake and mental health functions.
  • Ensure behavioral health services are traumainformed personcentered culturally responsive and grounded in harm reduction recovery principles.
  • Serve as the primary administrative lead for mental health service development and integration including outpatient mental health program design implementation and quality assurance.

Leadership and Supervision

  • Supervise and support the Associate Director of Behavioral Health and the leadership team of Clinical Supervisors Social Services Supervisors Engagement Supervisors and Engagement Supervisors.
  • Foster team collaboration shared decisionmaking and consistent supervision practices that support staff wellbeing and professional growth.
  • Promote a healthy work culture rooted in equity inclusion and reflective supervision.

Project Management and Program Development

  • Lead crossfunctional initiatives related to the development expansion and evaluation of behavioral health programs.
  • Identify service gaps and design scalable solutions to improve access to care for individuals with complex needs.
  • Monitor program performance using data to inform continuous improvement efforts and ensure compliance with contractual legal and accreditation standards.

Systems Alignment and Collaboration

  • Collaborate with Clinic Operations Medical Services Dispensary Mobile Programs and Quality Improvement & Risk Management teams to ensure coordinated service delivery and shared goals.
  • Build and maintain relationships with external partners funders and community organizations to support systems navigation and advocacy efforts.

Workforce and Equity Focus

  • Champion professional development opportunities licensure support and advancement pathways for behavioral health staff with particular emphasis on retaining BIPOC workers.
  • Promote practices that challenge traditional punitive based care within behavioral health systems and support equitable service access and participant engagement.

Requirements

What you bring to this role Qualifications: Required:

  • Masters degree in social work Psychology Counseling or related field.
  • Licensure in Washington State (LMHC LICSW LMFT or equivalent).
  • Minimum 5 years of leadership experience in behavioral health settings including supervisory experience. Demonstrated experience with project management program design and staff development.
  • Strong commitment to harm reduction traumainformed care and equitybased service delivery.

Preferred:

  • Certified Substance Use Disorder Professional (SUDP) in Washington State.
  • Minimum 2 years of Director level leadership experience in a behavioral health setting.
  • Experience working in lowbarrier communitybased or outreach settings.
  • Familiarity with Medicaid/managed care systems and behavioral health integration models.

Additional Essential Information:

Physical Conditions and Requirements:

  • The employee may be exposed to illicit drug residues and fumes or other biohazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
  • The employee is regularly required to sit; use hands to finger handle or feel objects tools or controls; reach with hands and arms and talk or hear; frequently required to stand walk and kneel; occasionally to climb balance or stoop; rarely to crouch or crawl.
  • In addition the position frequently requires the employee to work outside in inclement weather.
  • The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close color and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.

  • Potential exposure to the elements and physical exertion due to multisite responsibilities.
  • Most positions at ETS and CSC are exposed to members of the community who have experienced or are experiencing trauma in various forms including but not limited to: domestic violence sexual violence homelessness unemployment financial hardship etc. As a result staff are at risk of secondary trauma. Employees are encouraged to seek external support and maintain selfcare when working indirectly or directly with clients.
