Job Title: Oracle CC&B Developer & Administrator (OCI)

Job Summary
We are looking for a highly skilled Oracle Customer Care & Billing (CC&B) Developer & Administrator with experience managing CC&B on Oracle Cloud Infrastructure (OCI). This role is critical to supporting and enhancing our utility billing platform through custom development system upgrades issue resolution and infrastructure management. The ideal candidate is technically strong detailoriented and experienced in both backend and frontend CC&B development.
Key Responsibilities
Development & Customization
- Design and develop enhancements and custom modules for Oracle CC&B using Java PL/SQL Oracle ADF and Oracle JET.
- Implement business rules workflows batch processes and UI changes based on stakeholder requirements.
- Build RESTful APIs and integrations with internal and thirdparty systems (e.g. MDM GIS payment gateways).
Upgrades & Maintenance
- Lead full lifecycle CC&B upgrades including planning testing migration and production deployment.
- Apply and test Oracle patches and interim fixes; resolve any postpatch issues.
OCI Administration
- Manage CC&B environments hosted on Oracle Cloud Infrastructure (OCI) including Compute Autonomous Database Load Balancers and Object Storage.
- Configure and monitor system performance using Oracle Enterprise Manager (OEM).
- Implement backup recovery and highavailability strategies aligned with security best practices.
Support & Issue Resolution
- Provide daily operational support and issue resolution for CC&B application and infrastructure.
- Perform root cause analysis and deliver longterm fixes for recurring issues.
- Monitor tune and optimize system performance (JVM SQL WebLogic).
Documentation & Collaboration
- Maintain detailed documentation including technical specs runbooks and support procedures.
- Collaborate with QA infrastructure and business teams to ensure smooth operations and releases.
- Use Bitbucket for version control and code collaboration.
Required Qualifications
- Bachelors degree in Computer Science Engineering or a related field.
- 5 years of handson experience with Oracle CC&B development and administration.
- Proven experience with CC&B upgrades patching and environment management.
- Strong development skills in Java (8) PL/SQL Oracle ADF and Oracle JET.
- Solid experience with OCI components including Compute Autonomous Database IAM and networking.
- Proficiency with Oracle Enterprise Manager (OEM) for monitoring and diagnostics.
- Experience using Bitbucket or similar version control platforms.
- Strong problemsolving and communication skills.
- Ability to work both independently and as part of a crossfunctional team.
Preferred Qualifications
- Experience with Oracle SOA Suite or Oracle Integration Cloud.
- Knowledge of utility billing processes and customer service workflows.
- Experience working in agile or hybrid project environments.
