ACCOUNTABILITIES
The job holder manages under the responsibility of Precom Coordinator of all preservation & punch list activities during construction phase & offshore hook up related to the Project Contract and shall demonstrate a strong behavior about Construction requirements.
The job holder is accountable for the following activities during Topsides project execution:
- Follow up and monitor Contractors Punch list activities during construction phase till RFC.
- Ensure proper preservation steps are followed between storage/installation & PreCommissioning.
- Ensure proper and updated punch list data input from all disciplines.
- Ensures compliance with safety procedures and quality/construction standards.
- Provides input to produce the daily or weekly progress reports.
JOB DIMENSIONS
- WHPPunch list Supervisor is responsible for all punch list activities for construction & Hook up phases onshore/offshore & for all materials of mechanicalelectricalinstrument equipment from receiving at yard / installation till Sail away.
ACTIVITIES
- To promote & comply with applicable safety instructions and other NOC HSE procedures in all activities
- To carry out work in compliance with NOC values and policies following NOC standards and procedures and good industry practices
- PRESERVATION DUTY:
- Review and implement preservation plans for mechanical and electrical equipment (e.g. pumps motors transformers switchgear control systems etc.) in alignment with project specifications and manufacturer guidelines.
- Conduct risk assessments with Contractor to identify potential threats to equipment (e.g. environmental exposure corrosion contamination).
- Oversee the application of preservation techniques such as lubrication corrosion inhibitors desiccants protective coatings and climatecontrolled storage.
- Ensure electrical & Instruments components are stored in dry clean environments and protected from moisture dust and temperature fluctuations.
- Monitor environmental conditions (humidity temperature) in storage areas and installed systems.
- Manage temporary preservation measures for piping bulk materials and valves.
- Maintain detailed records of preservation activities including inspection reports checklists and nonconformance logs.
- Foster communication between procurement construction QA/QC & commissioning teams
- Work collaboratively within the project team and with contractor to maintain positive relationships
- Follow the overall punch list system and define priority in line with priority sequence of Systems/Subsystem completion
- Review & verifying the legitimacy of punch list prior registering into the Database
- Ensure Contractors personnel have sufficient experience & dedicated punch list killing team to carry out the daily activities safely and as per standard.
- Monitor and supervise the punch clearance by the contractor and subcontractors.
- Identifying and followup if any NonConformance (NCRs) linked to a punch item during Fabrication.
- Act a gatekeeper and coordinating with Construction & Commissioning for reclassification of punch items at each stage.
- Ensure that all punch lists from Factory Acceptance Tests (FATs) are cleared before Ready for Commissioning (RFC) walk down.
- Actively involved in construction precommissioning & commissioning activities identified for specific systems and sub systems in the work packages to achieve RFC line walking of systems & subsystems
- Work collaboratively within the project team and with contractor to maintain positive relationships.
- Effectively communicate technical solutions and concepts to construction & commissioning.
- Review & validate the Carry over work list (if any) and ensure that job cards are issued in accordance with the list and required materials are identified.
- Has the ability to identify the punch priorities and make schedule for punch clearance of all disciplines as per the MC handover skyline/Comm. sequence.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Have an Associates or BS/HND/BTS degree in a technical field or equivalent.
- Have strong working knowledge of construction contractor inspection procedures and construction work sequences for Topsides.
- Professional Experience (number of years): 10.
- Experience within project: (number of years): 5.
- Familiar with TOTAL or NOC General Specifications (GS) and international codes/standards (AWS API).
- Familiar with General Arrangement (GA) engineering and piping isometrics.
- Ability to work in a team oriented collaborative environment is essential.
- Ability to influence and encourage personnel & CTR workers/supervisors.
- Good supervisions and good communication skills.
- English language is mandatory Mandarin is preferred.
- Ability to work on projects in a complex and multicultural environment.
- Good knowledge of computer programs for word processing spreadsheets and email communications.
- OPERCOM methodology and ICAPS database experience is a must.
- Offshore training such as TBOSIET H2S are required.
