Working arrangements

Hybrid

Successful applicant must work full time on site for 3 months or until they understand the department s ICT landscape requirements and project objectives. Flexible working arrangements may be considered afterward subject to approval per the Department s operational needs and ICT Contractor Working from Home Guidelines. Contractors must be onsite in Canberra at least 3 days per week. Remote work costs (eg travel accommodation utilities equipment etc) are the contractor s responsibility.

Job details

Systems Analysts translate business requirements into technical requirements that align with relevant architectures.


Key duties and responsibilities

The Specified Personnel will be responsible for providing the following deliverables including but not limited to:

  • Gathering and defining (researching) requirements;
  • Analysing and managing requirements;
  • Developing appropriate system solutions and related technical specification documentation;
  • Identifying risks issues and opportunities for the business;
  • Providing system analysis for changes to existing and new applications on Siebel platform;
  • Providing status reports to Lead Business Analyst Delivery Manager or Project Manager;
  • Maintaining and designing systems and applications;
  • Developing new and maintaining existing systems specification documentation;
  • Liaising with architects developers service and data modellers and testers to efficiently deliver high quality work;
  • Producing outputs resulting from Software Development Lifecycle (SDLC) as specified:

Conceptual and Contextual Modelling in a system component context;

Process Modelling and Definition in a system component context;

System Requirements/Functional Requirements;

Functional Specifications;

Report Specifications;

Business Rules;

Use Case Model;

Use Case Specification;

User Profiling;

Data Modelling;

Traceability;

  • Working with developers and testers to undertake systems analysis for defect triage raised during System Testing UAT and deployment phases of the SDLC;
  • Managing and analysing incidents/problems reported in production;
  • Working within large or small multidisciplinary teams;
  • Leading/mentoring team members;
  • Undertaking Quality Assurance tasks including peer reviews for projects delivered by the Section.

Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department s recordkeeping policy and practices.

The Specified Personnel will be responsible for producing the following deliverables including but not limited to:

  • Business Specifications;
  • Functional Specifications;
  • Defect Resolution Specifications;
  • Technical Specifications;
  • Risk Management Plan.

All deliverables performed by the specified personnel must:

  1. be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and
  2. meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time.

Criteria

The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.

Essential criteria

1. 6 years of Siebel experience in implementing multiple full life cycle Siebel implementations.

2. Minimum 5 demonstrated experience as a System Analyst.

3. Experience in creating Siebel design documents.

4. Strong communication skills both verbal and written with an ability to express complex business concepts in technical terms.

5. Ability to work collaboratively within a team environment

Desirable criteria

1. Experience working in large government organisations.

2. Demonstrated experience running stakeholder workshops

3. Excellent organisational and time management skills

4. Strong ability to manage competing priorities with a strong sense of accountability and urgency
