Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $85000.00 $90000.00

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The Division of Administration provides a wide range of support services throughout the agency to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration works collaboratively with many program areas offering internal resources and support necessary to function efficiently and effectively. The Division of Administration employs approximately 490 public employees and provides services in the areas of building maintenance occupational safety and health operational support security transportation and print production. The Division also provides support to the Division of Youth and Family Justice (DYFJ) via nutrition and food services construction and facilities management for its two 24/7 Secure Detention facilities Crossroads Juvenile Center (Brooklyn) and Horizon Juvenile Center (Bronx).

The ACS Police and Security Unit has a headcount of 212 uniformed Special Officers who are responsible for overseeing and coordinating safety and security for all ACS locations and properties ACS staff children and youth in care and visiting public/clients and families. The Unit enforces Agency policies and procedures and the New York City (NYC) Penal Law. The ACS Police and Security Unit provides information guidance and training on safety and security (i.e. Security Guard assistance emergency response medical distress/health crisis bomb threats thefts crime prevention and threats to oneself or others) to all ACS staff.

We are seeking an outstanding candidate to serve as the ACS Police Deputy Director of Operations. This individual will be responsible for providing direct and high level overall administrative support and analytics in order for the Director of Security/ACS Police Chief to effectively manage the ACS Police operations within the Division of Administration. This includes but is not limited to coordinating project plans for the Unit.

Specific duties include but are not limited to:

Keep the Chief Operating Officer and Director of Security abreast of all issues that require immediate attention on administrative shortfalls and flagging items that need to be prioritized.
Assist with the coordination of ACS Police projects and timelines with key unit leads.
Provide and improve Unit services by performing liaison functions including security and safety while improving communication between community organizations and groups and the individuals they represent and service.
May coordinate police actions dispatch responses and followup on outstanding unital tasks.
Perform difficult and responsible clerical duties (preparing periodic reports compliance review and assist with internal management controls)
Assist with ACS Police compliance reviews training policy development and site assessments within the community.
Coordinate and obtain information for personnel actions for the ACS Police Units including but not limited to preparing the move matrix.
Assist in scheduling tours of duty and arranging for police ceremonies briefings and meetings.
Maintain and update an ACS Police staffing roster and Organization Chart with current assignments and work schedules contact information for officers changes in staffing (e.g. new hires resignations officers on leave etc.)
Manage the ACADIS NY state database portal to confirm officers registration as peace officers is current and preparing and mailing out Special Officers registry forms when applicable.
Update the Police Service Reports (PSRs) incident dashboard monthly and presenting this information to ACS police and other leadership.
Manage police communications ensure proper staging archiving and retrieval of confidential records investigations policies protocols and all other unit level data.
Oversee police inventory equipment control and conducts quarterly assessments.
Prepare CS900s and Passport Requisitions for vendor Purchase Orders (POs) needed for ACS Police submit invoices receive reports and support documentation keep track of invoice approvals in all financial systems and review and correct invoices to ensure that information is accurate and complete prior to processing as to ensure timely processing and payment of invoices.
Serve the contact for vendors on various issues for ACS police (e.g. soliciting quotes ordering equipment/office supplies requesting corrections on invoices etc.).
Manage calendars coordinate and schedule meetings with leadership and other stakeholders.
Prepare the Weekend and Permanent Access list for the 150 William Street location.
Coordinate with training stakeholders and unit leads for scheduled trainings for officers .
Demonstrate customer service excellence and reliability in ensuring police responses to inquiries
Serve as a member of the Operations Workforce Development Committee
May perform other related duties or special projects as assigned.

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
