The Parks & Community Services Department is seeking a dynamic Aquatic Recreation Supervisor with a proven track record of motivating staff and providing innovative approaches to meet desired goals and outcomes. Job Summary

The Bellevue Aquatic Center operates as part of the Enterprise Fund which is charged with attaining full cost recovery or all assigned costs including direct operating expenses maintenance and select department and City overhead. The Center features two indoor pools: The Warm Springs Pool is maintained at 92 F and is used for water therapy swim lessons and open swim. Its accessibility features include a wheelchair ramp gradual entry and two lifts. The Blue Lagoon Pool is maintained at 82 F and features six 25yard lap lanes and an attached 13foot dive tank with a diving board and water slide. This pool is used for open swim lap swim masters swims water exercise classes swim lessons and swim teams.

The Aquatic Recreation Supervisor assists the Aquatic Program Manager with supervising staff and managing the daily operations of the Bellevue Aquatic Center seasonal swim areas at six beach parks one boat launch and contracted operations at two boathouses. Specifically the Aquatic Recreation Supervisor will perform the following essential duties and responsibilities.

Essential Duties and Responsibilities

  • Strategic Planning: Work collaboratively with the Aquatic Program Manager to develop a work plan timeline goals and objectives appropriate outcomes and performance measures; ensure that performance measures and standards for program(s) are met; monitor performance; guide staff to make adjustments to program administration and strategy to ensure that standards are achieved.
  • Programming: Work in tandem with the Aquatic Program Manager to develop plan promote implement and review a wide range of community programs and events with an emphasis on a robust progressive swim lesson program for all ages. Ensure programs meet the broadest needs and interests of a diverse community including equity and accessibility.
  • Staff Development: Hire train supervise and evaluate Aquatic staff; develop and manage staff engaged in administering programs and implementing policies and procedures.
  • Facility Management: Ensure facility and program equipment are kept in safe and operable condition; work with the Aquatic Program Manager and Resource Management on facility repairs and enhancements.
  • Contract/Renter Management: Review and evaluate existing operational policies procedures and agreements related to contracted programs services and thirdparty renters use of facilities including pricing structure fees and schedules.
  • Community Relations: Ensure positive customer relations and successful resolution of customer complaints and on advisory committees and program teams.
  • Budget: Develop and administer program budgets; track revenue and expenditures; recommend adjustments and set revenue goals.
  • Marketing: Develop public relations marketing strategies presentations and promotional materials as well as distribution timelines.

Supervision Received and Exercised:

  • Works under the general supervision of the Aquatic Program Manager.
  • Exercises supervision over program coordinators administrative support staff and lifeguard staff as assigned and renter groups.

Qualifications

Knowledge Skills Abilities and Competencies

  • Thorough knowledge of the principles and practices of public sector organization and program operations specifically aquatic programs.
  • Knowledge of project management including planning scheduling monitoring and problem solving.
  • Knowledge of facility management and scheduling.
  • Knowledge of the methods and procedures of program budget development and control.
  • Considerable knowledge of City state and federal laws and regulation relevant to aquatic recreation as well as departmental policies and procedures.
  • Knowledge of principles and practices of effective employee management and motivation.
  • Knowledge of a variety of computer programs utilized by the City and knowledge of applicable information technology relative to service area.
  • Excellent oral and written communication skills. Skill in public speaking negotiating and customer service. Making reports and presentations about the program to City Council Park Board other agencies citizens and business groups.
  • Ability to relate and work with a diverse population with a broad range of interests and needs.
  • Ability to interpret and apply policies and procedures to ambiguous situations.
  • Ability to develop and maintain cooperative working relationships with a variety of citizens business partners community groups and City staff. Oversee the development of public involvement processes and community outreach.
  • Ability to supervise the work of staff that involves coordinating assigning monitoring and evaluating work; hiring training developing counseling and disciplining staff.
  • Ability to prepare and analyze budgets schedules reports policy and procedures manuals and correspondence.

Education Experience and Other Requirements

  • Graduation from an accredited twoyear college or university with a degree in the recreation physical education social sciences business or related field(s).
  • Four or more years of progressively responsible related experience in aquatic management and program planning as well as supervisory experience.
  • Or any equivalent combination of education experience and training that provides the required knowledge skills and abilities.
  • Current American Red Cross (ARC) Lifeguarding First Aid CPR for the Professional Rescuer Automated External Defibrillation and Bloodborne Pathogens Training certifications required.
  • ARC Lifeguarding Instructor and Instructor Trainer and Water Safety Instructor certifications preferred. Must obtain ARC Lifeguarding Instructor certification within first year of employment.
  • Aquatic Facility Operator certification is desirable.
  • Candidate must successfully pass a criminal background check prior to being hired
