Role description:

We are seeking a skilled and experienced Instrumentation and Monitoring Manager to lead and manage all activities related to geotechnical structural and environmental instrumentation and monitoring on Fraser River Tunnel project. The ideal candidate will have a strong background in data acquisition systems instrumentation technologies and risk management and will play a key role in ensuring safety quality and compliance with project specifications and regulatory requirements.

Role accountabilities:

The Instrumentation and Monitoring Manager will be responsible for leading the planning implementation operation and maintenance of instrumentation and monitoring systems on infrastructure and civil engineering projects. They will oversee the selection procurement installation and calibration of geotechnical structural and environmental monitoring instruments such as inclinometers piezometers strain gauges accelerometers and load cells. The manager will develop and manage monitoring plans in collaboration with design and construction teams to ensure alignment with risk mitigation strategies. Additionally they must ensure the timely acquisition processing interpretation and reporting of monitoring data.

This role includes supervising and coordinating a team of technicians data analysts and subcontractors. The manager will interface with clients consultants and regulatory authorities regarding monitoring requirements and data interpretations. They will be responsible for managing realtime data acquisition systems and implementing automated monitoring when appropriate. Troubleshooting and resolving instrumentation issues to ensure minimal downtime and accurate data recording is also a key responsibility. The manager will generate technical reports dashboards and presentations for both internal and external stakeholders. Furthermore they must ensure that all activities comply with health safety and environmental regulations.

As the Design Package Owner the Instrumentation and Monitoring Manager will plan the delivery of the design package and issue a Design Package Brief. They will manage plan lead and organize the team within the package to deliver the scope of services within the agreed program budget and required quality standards. They will also prepare design documentation and reports as needed and input raise update and advise on the closure of required items in various registers including Inputs/Issues/Interfaces Risks Design Change Notifications DBA Amendments Departures RFIs Assumptions and value engineering.

The manager will plan schedule and manage design verification and reviews engaging and closing out VL2 VL3 and VL4 forms. They will prepare and update Technical Advice Notice (TAN) documents and quantities as the project progresses. In addition the manager will interface with internal disciplines other design consultants and stakeholders to coordinate the delivery of the design. They will manage complex technical issues with support from the Zone Manager and Technical Discipline Lead and attend meetings with stakeholders and thirdparty reviewers to efficiently close out comments. The manager will also participate in internal design coordination meetings manage Interdisciplinary Design Reviews (IDRs) and ensure the closure of comments and design resolutions.

They will liaise with Zone Managers to coordinate technical resources and attend and present at technical workshops implementing agreed outcomes. The manager will also coordinate with Systems Assurance Requirements and Integration Management. They will assist the Technical Discipline Lead in identifying controlling and eliminating or isolating areas of technical risk including noncompliances scope changes variations and other miscellaneous issues as appropriate. Furthermore they will ensure timely closure of comments and maintain accurate records of comment status in the tracker while identifying resource requirements for the package alongside the Technical Discipline Lead.

The manager will liaise with Cat III Checkers to secure final approvals when required and provide content for reporting as needed. Upon demobilization they will leave an adequate handover and provide occasional inputs as requested. Additionally the manager will monitor the health of the team and identify opportunities to celebrate achievements.

Qualifications & Experience:

Required:

  • Bachelors or Masters degree in Civil Engineering Geotechnical Engineering Instrumentation Engineering or a related field and a in the Province of British Columbia
  • 7 years of experience in instrumentation and monitoring in construction or infrastructure projects
  • Strong knowledge of instrumentation equipment and data acquisition systems
  • Proficiency with data analysis tools and monitoring software (e.g. Geosense Geocomp Vista Data Vision)
  • Excellent project management and team leadership skills
  • Strong communication and reportwriting abilities
  • Ability to interpret engineering drawings specifications and monitoring data

Preferred:

  • Experience in tunnel rail dam or large infrastructure projects
  • Familiarity with remote sensing technologies and wireless monitoring systems
  • Professional Engineering (P. Eng) license or equivalent certification

The salary range for this position is $114000 $212000. The base salary represents Arcadis hiring range for this position. Actual salaries will vary and will be based on various factors such as location skills experience and qualification for the role.
