Overview of project/role
To provide a professional and compliant service to customers within Transport for London (TfL) driving best value compliance and giving support and guidance to the business in relation to Source to Order (S2O) systems financial & procurement issues / procedures procurement legislation and achieving value for money with all transactions.
The role will operate in one of the following teams:
- Procurement Fleet Materials source materials to satisfy material demand for LU Fleet
- Procurement Infrastructure Materials source materials to satisfy material demand for LU Infrastructure (including Signals & Track Lifts & Escalators Powers & Cooling and Stations)
- Procurement Project Materials source materials to satisfy material demand for LU Maintenance Projects
- Indirect Procurement (excluding Capital) approve assure and process SAP Ariba requisitions for nonCapital Projects (CAPEX) in TfL/GLA; process and source work orders for purchasing IT goods and services in Remedy
- Indirect Procurement (Capital) approve assure & process SAP Ariba requisitions for TfL/GLA Capital Projects (CAPEX)
Key Accountabilities
- Utilise knowledge in Source to Order systems processes and procedures to drive best value and ensure Financial Procurement Commercial and Legislative compliance for 3.5b annual spend for the TfL and GLA; apply the assurance process for all transactions over 125K for both direct and indirect sourcing
- Provide high standards levels of customers service and helping to ensure that business plan targets are achieved
- Working with the Procurement Operations Manager deliver short and longterm demand of material requisitions maximising the savings potential
- Resolve technical and procedural compliance issues and working with Capability Leads provide advice support and guidance to the business (at all levels) in relation to Source to Order systems Financial Commercial & Procurement issues / procedures Procurement Legislation and achieving value for money
Skills Knowledge & Experience
Skills
- Skilled in using a Procurement / Finance related source to order system preferably SAP Ariba Sourcing to Contract; SAP Ariba Guided Buying and SAP R3 Materials Management
- Good customer service skills in line with BSF principles and SLAs
- Good verbal and written communication skills to effectively communicate with others about procedural problems with team members and the wider Source to Pay and BSF team
- Ability to check and accurately collate complex documents where attention to detail is crucial
- Experience in public sector procurement and be able to demonstrate knowledge of legislative requirements and applying these to daytoday procurement activities and documentation
Knowledge
- Knowledge of public sector procurement regulations TfL procurement procedures and procurement best practice in general
- Sound commercial judgment and knowledge of procurement best practice
- Good working knowledge of UK procurement legislation
- An understanding of financial matters
Experience
- Experience in contract / purchase order management and proven experience in using source to order systems and processes
- Experience of procurement and public sector procurement processes preferably source to order
- Experience of materials management procedures and processes
- Experience and ability to check and accurately collate complex documents where attention to detail is crucial
