Job Description

The Information Technology Services Division (ITSD) the IT Project Management Office (IT PMO) and Business Analysis (BA) services The Disaster Recovery (DR) initiative aims to evaluate and improve the Los Angeles Department of Water & Powers ability to recover from disruptive events by identifying gaps establishing policies and enhancing response strategies. There is a need to refine processes templates and strategies particularly in BA which currently lacks established governance frameworks. Existing IT PMO/BA structures and resources will be assessed optimized or replaced with new Organizational Process Assets (OPAs) created and documented as needed. IT PMO is implementing a Project Management Information System (PMIS) as part of its governance framework.

The IT PMO and DR/BCM Consultant will provide independent expertise and support in enhancing project management office (PMO) practices and strengthening disaster recovery/business continuity management (DR/BCM) capabilities. This role involves assessing current PMO and DR/BCM structures implementing governance frameworks optimizing project portfolio management and developing standardized methodologies to improve efficiency and resilience. The consultant will work closely with stakeholders to refine strategic objectives enhance documentation drive change management initiatives and ensure knowledge transfer for longterm sustainability.

WORK SCHEDULE: Monday Friday business hours

WHAT YOULL DO:

  • Collaborate with LADWP stakeholders to refine objectives for enhancing the PMO and DR/BCM functions.

  • Assess the current state of the PMO defining responsibilities governance structures and improvement strategies.

  • Develop and implement PMO methodologies including project initiation execution risk management and change management processes.

  • Establish project portfolio management best practices including project selection criteria tracking mechanisms and reporting frameworks.

  • Enhance PMO documentation including templates for project charters management plans and status reports.

  • Define performance metrics and reporting requirements ensuring alignment with organizational goals.

  • Support the adoption of project management tools and technologies overseeing selection and integration.

  • Implement organizational change management strategies to drive adoption of PMO and DR/BCM processes.

  • Conduct knowledge transfer through training and documentation to ensure sustainability of improvements.

  • Develop and implement resource planning and management tools for optimized staffing and project execution.

WHAT YOULL BRING:

  • Minimum of 10 years in IT Project Management PMO consulting and DR/BCM implementation.

  • Bachelors degree in Business Information Technology or related field; PMP PgMP or CBCP certifications preferred.

  • Strong understanding of PMO governance project portfolio management risk management and disaster recovery strategies.

  • Ability to conduct assessments define governance structures and develop implementation strategies.

  • Experience working with senior leadership to drive project success and change adoption.

  • Expertise in developing standardized methodologies and guiding organizations through transformation.

  • Knowledge of project management tools and software implementation best practices.
