Job Responsibilities

Environmental Health Manager III
The Department of Administrations (Admin) Division of Facilities Management and Property Services is seeking an experienced Building/Grounds Specialist III to join the team!Facilities Management (FM)maintains and operates approximately 53 buildings which include the State House Capitol Complex Office Buildings the Governors Mansion and other buildings in the Columbia area.In this role you will provide technical services and project management to support Facilities Management in worker and workplace safety particularly as it relates to the management of asbestos lead paint and indoor air quality in the workplace.

Responsibilities of the Environmental Health Manager III:
  • Manage the planning design and execution of indoor air quality remediation and Asbestos and Lead Paint Abatement projects as required to ensure that all work processes performed are in accordance with established guidelines and regulations. This includes managing the work of professional consultants contractors and coordinating with building tenants.
  • Perform field inspections as necessary to verify inspect and test suspected asbestos material and lead paint in facilities. Document the existence condition and/or potential for disturbance in accordance with established guidelines and regulations. Update asbestos Operations & Maintenance Manuals as necessary.
  • Perform field inspections as necessary to verify inspect and test indoor air quality conditions in facilities to ensure that the air quality in all facilities is maintained in accordance with established guidelines. Prepare reports as necessary to document conditions and record any remedial actions.
  • Conduct asbestos safety training for new and existing FM employees using established policies and procedures to meet OSHA guidelines for worker protection.
  • Manage the Facilities Management Refrigerant Program to ensure compliance with established policies and regulations. Monitor leak rates from stationary nonresidential refrigeration adhere to recordkeeping requirements and prepare EPA/DHEC reporting.
  • Perform other job duties as assigned including disaster assistance.

Minimum and Additional Requirements

A high school diploma and four (4) years of experience in environmental health programs or radiological health. A bachelors degree in the natural or physical sciences mathematics public health engineering or a related technical field may be substituted for the required work experience.

Additional Requirements:

  • Ability to exercise judgment and discretion.
  • Ability to establish and maintain effective working relationships.
  • Knowledge of federal and state environmental laws rules regulations policies and procedures particularly as relevant to asbestos and safety.
  • Knowledge of the methods and techniques of environmental monitoring.
  • Ability to interpret and apply laws regulations policies and procedures.
  • Possess a DHEC AHERA Asbestos Building Inspector License and a valid Drivers License.
  • Demonstrate good organizational skills.
  • Ability to communicate effectively.
  • Ability to work in a team environment.
  • Knowledge of the rules and regulations related to architecture engineering construction and building codes as they relate to asbestos.
  • Ability to manage politically sensitive projects.

Preferred Qualifications

  • Bachelors degree and three (3) years experience in an Asbestos related field.
  • Professional registration as an Architect or Engineer.
