Job Description:
Job Duties: Responsible for coordination of jail construction projects coordinates and presents training on jail issues coordinates Prison Rape Elimination Act and Juvenile Justice and Delinquency Prevention Act compliance coordinates jail policy and procedure development and maintenance completes annual inspections of all detention and staff secure facilities consults on all operational issues related to detention facilities assures compliance with data collection requirements for all detention facilities assures the Standards are consistent and reflective of all statutory and case law requirements and performs administrative functions as required. Other duties as assigned within the scope of the classification.
Requirements / Qualifications
Minimum Qualifications: Bachelors degree and 6 years of progressively increasing responsibility in a detention or corrections setting; Or any equal combination of post high school course work training and/or experience in criminal justice law enforcement facilities engineering confinement facility administration or construction. Education and/or experience can be substituted for another on a yearforyear basis.
Other: This position requires frequent travel throughout the state. Occasional overnight trips can be expected. As such the incumbent must be able to present a valid drivers license or another form of reliable transportation. Regular and reliable attendance is required.
Knowledge Skills & Abilities:
Knowledge of: Operational practices of all types of facilities used for confinement purposes. Federal and state statutes policies procedures and standards pertaining to jail juvenile detention and staff secure standards. o Current applicable case law related to jail operations in areas related to medical and mental health services classification inmate rights use of force food service among others. The principles of jail standards. Current methods and practices in confinement facilities. Confinement facility technology equipment construction and safety. Federal and state requirement for facilities. Architectural language and signs. Planning developing and implementing programs related to juvenile justice issues. Understanding of the roles and responsibilities of all components of the juvenile justice system in local communities.
Ability to: Work with public and local government officials. Interpret and utilize current manuals and department policies and procedures. Critically evaluate conditions practices and situations. Be a creative problem solver and can quickly and accurately respond to complex questions. Willingness to participate and facilitate conversations on topics that impact justice involved youth. Describe and articulate findings and recommendations. Communicate ideas clearly and concisely both orally and in writing with local authorities jail staff law enforcement professionals and the public to explain agency regulations policies procedures and decisions. Assess facility progress toward achievement of program objectives and adherence with program standards. Make decisions and act in dealing with problems and situations within established guidelines. Interact with individuals to gain their confidence and establish rapport. Analyze prepare present and interpret reports and other documents related to confinement facility survey activities. o Interpret and apply statutes regulations policies and procedures for confinement facility practices in areas including administration and physical environment. Travel extensively. Be available for consultation beyond work hours during emergencies.
Skills: Properly document any analyses of facility issues. Read and understand architectural drawings and schematics. Utilize a variety of physical plant inspection equipment. Utilize a variety of software for use in the production of reports and in communication with stakeholders. Drive an automobile.
