GENERAL DESCRIPTION:


In serving the State Fire Marshal/Director/Agencys agenda the Chief Electrical Inspector will: create an environment that is inclusive welcoming and respectful to all its employees maintain communication between field personnel and office support staff by creating a management structure that invites participation throughout the organization; integrate strategy training policy with other members of the Agency Management Team; be accountable to the State Fire Marshal/Director for operational and fiscal performance of the Section; and foster a cooperative work environment. This position will report directly to the State Fire Marshal.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Lead the agency in electrical safety for the state of Wyoming by providing administrative oversight of functions operations and performance.
  • Plans and coordinates effective use of staff and material resources through interaction with the State Fire Marshal regarding policy budget planning and specific management issues.
  • Performs a variety of routine and complex administrative supervisory and technical work in administering and enforcing electrical safety codes and standards and licensure of electricians.
  • Provide mentoring coaching and career development and promote continuity training and motivation of electrical staff.
  • Examines and reviews inspection and investigation reports; determines whether statutes program standards rules regulations policies and procedures are being maintained.
  • Develops and implements improvements as needed and determines work procedures oversees and expedites workflow.
  • Studies and standardizes procedures to improve the efficiency and effectiveness of operations for the agency.
  • Prepares a variety of studies reports and related information for decisionmaking purposes.
  • Issues written and oral instructions; assigns duties and examines work for exactness neatness and conformance to policies procedures rules and statutes.
  • Assists subordinates in successfully performing duties.
  • Resolves complex and sensitive customer service issues either personally by telephone or in writingg and maintains records of these interactions.
  • Administers the electrical permitting function including application fee assessment and collection permit issuance inspections and occupancy.
  • Coordinates electrical plan reviews inspections and enforcement actions.
  • Plan implement and review the agencys short and longrange goals the electrical budget administer statewide programs pertaining to the enforcement of electrical safety codes and standards and licensure of electricians.
  • Develop programs policies and procedures to ensure optimum operational and financial efficiency; justifies and administers budgets for their area of the agency and its related programmatic areas.
  • Increase focus on safe practices and preventative measures for electrical safety throughout the State; provide technical advice assistance and cooperate with local governments and the public regarding electrical safety.
  • Maintain open communication with the Electrical Board.
  • Cooperate with other departments and governmental agencies on matters relating to electrical safety; make recommendations for agency planning and policies; and perform other duties as assigned.

Qualifications


PREFERENCES:


Preference will be given to those with a bachelors degree or equivalent experience in business or public administration management finance or accounting. Additionally the agency seeks a proven major unit leader with a track record of building strong relationships with team members and outside partners.

Successful applicants would be a Master Electrician and an Electrical Inspector certified by the International Code Council or the International Association of Electrical Inspectors. The ideal candidate would possess a minimum of eight years of experience in inspections.

Applicants will have 18 months to obtain a Commercial Plans Reviewer Certification and a Commercial Electrical Inspection Certification.


KNOWLEDGE:


  • Possess knowledge of content requirements of electrical codes state and federal laws rules and regulations and how they are applied.
  • Possess knowledge of electrical hazards and factors in commercial residential and industrial settings.
  • Possess knowledge of principles concepts and current practices of government management including budget development and control personnel and purchasing management.
  • Communication skills: Demonstrate writing and oral communication skills (formal and informal). Be prepared to provide actual written examples. Show ability to communicate with local and government agencies; ability to communicate and work out strategic/business plans with the Agency Management Team; demonstrate ability to provide productive professional development and coaching to agency staff; demonstrate ability to give clear and articulate instructions to others.
  • Interpersonal skills: Demonstrate ability to work in a team setting; demonstrate ability to actively seek input from customers and stakeholders and build consensus and make teambased decisions.

  • Leadership skills: Demonstrate ability to set priorities develop strategy and tactics anticipate problems manage resources and coordinate activities; demonstrate skills and talent to supervise mentor and motivate professional development of staff; demonstrate the ability to represent the interests of the Agency at industry meetings and manage and effectuate change.

  • Operational excellence: Demonstrated ability to audit work processes and documentation to ensure compliance with Agency regulations or guidelines manage continuous improvement efforts of work processes and demonstrate ability to use interpret and apply electrical safety requirements and codes.
