The Department of Economic Security Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Management Analyst 3 (Management Evaluation Supervisor) for the Office of Program Evaluation. Under the general direction of the Management Analyst 4 this position will supervise counsel coach mentor direct train and complete performance evaluations for MA staff. This position is responsible for the accuracy thoroughness and timeliness of work assignments of the MA staff to validate compliance with agency requirements and to ensure the intent of Federal and State laws relevant to the Supplemental Nutrition Assistance Program (SNAP) are met.
Travel will be required within the State of Arizona.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
Be aware of new revised or enhanced Federal and State policy and/or procedural changes.
Problem analysis of policy systems and training related matters.
Information exchange and collaborative partnerships using excellent customer service with internal and external stakeholders.
Plans organizes and supervises the activities of a Management Evaluation (ME) unit. This is accomplished by reviewing the tasks completed by staff analyzing reports workloads workflow and the retention of quality personnel. Develops ME review guides in collaboration with the Food and Nutrition Service the Family Assistance Administration and OPE management.
Evaluate the quality of work through a case read process and monthly conferences prepare evaluations determine training needs develop and prepare training materials coordinate and present training when necessary implement corrective action plans as needed. Analyze errors and probable causes develop error trend reports.
Monitor unit timeliness imposed by the USDA/FNS to ensure compliance with Federal and State deadlines. Monitors internal OPE deadlines implemented by management.
Knowledge of:
Food and Nutrition Service Department of Agriculture Code of Federal Regulations (CFR) Title 7 Subchapter CFood Stamp and Food Distribution Program PartsCertification of Eligible Households Issuance and Use of Program benefits Performance Reporting Systems Part 5b Privacy Act Regulations Part 80 Nondiscrimination under Programs receiving Federal Assistance through DHH.
Food Stamps Program eligibility requirements policies and procedures.
Skills in:
Professional communication skills (verbal and written).
Various Microsoft programs such as: Explorer Power Point Excel Access Word and Google Suite.
Mentoring and training staff.
Providing direction with complex policy mediate conflicts with workloads staffing issues procedures and resolve differences.
Effective time management.
Ability to:
Analyze and evaluate staff performance to ensure accuracy and continuous improvement of job skills.
Prioritize plan and organize multiple tasks.
Evaluate existing work processes and formulate plans for improvement.
Provide direction motivation and mentoring.
The ideal candidate for this position will have:
Three (3) years of work experience in public assistance quality evaluation staff capacity (Benefits and Eligibility Specialist) or;
Two (2) years of work experience in a supervisory capacity (Benefits and Eligibility Supervisor or Benefits and Eligibility Manager).
The ability to travel within the State of Arizona.
