Job Description

Project Name: Hazard Assessment Program Manager 

Work Location: 1657 Rollins Road Burlingame CA 94010
Schedule: Monday Friday 8AM 5PM

The SFPUC provides drinking water to over 2.7 million customers across the Bay Area including over 180000 service connections in San Francisco.  The 0931 Manager III Hazard Assessment Program Manager is a key position within the Water Quality Division (WQD) of the San Francisco Public Utilities Commission (SFPUC). They will be responsible for designing and implementing a program that integrates the new regulatory compliance measures into our current operations as outlined in the Cross Connection Control Policy Handbook (CCCPH) released by the California State Water Resources Control Board (SWRCB). The role entails supervising staffing developing planning reports for SWRCB approval and creating necessary budgets in support of the program.  Additionally this position will involve extensive collaboration with various SFPUC departments construction companies and consultants including engagement in targeted public outreach efforts for customers external agencies and other stakeholders.

Essential Functions: 

  • Develops manages and monitors the Hazard Assessment Program which encompasses conducting research studies pertaining to regulatory compliance.
  • Conducts needs and risk assessments resources planning and allocation and implementation strategies for the program.
  • Manages and supports administrative tasks including budgeting and expense forecasting inventory and purchasing contracts data reporting for the program.
  • Coordinates with various departmental staff and subject matter experts (SME) to support strategy development identify operational challenges and recommend policies and procedures to improve program execution mitigating risks and delays.
  • Collaborates with other City departments Commission members elected officials and external agencies to promote department goals and priorities.
  • Oversees the development and maintenance of the database system and various technological solutions to facilitate regulatory compliance maintain record keeping and support program planning.
  • Serves as the point of contact and authority for the Hazard Assessment Program addressing all public inquiries resolving disputes and providing updates regarding the Program.
  • Develops focused outreach plans designs engagement strategies and creates materials for diverse audiences.
  • Supervises internal staff manages consultants and contractors providing technical assistance and direction for the program.
  • Develops policies procedures and training for staff ensuring all personnel follow regulatory compliance.
  • Performs other duties as assigned.

Qualifications :

Education: Possession of a baccalaureate degree; AND

Experience: Five (5) years of professional experience planning managing and implementing capital or regulatory projects for a public utility department or agency; experience must include three (3) years of supervisory experience; AND

License: Possession of a valid California Class C drivers license.

Substitution: Additional experience as described above may substitute for the required degree on a yearforyear basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or fortyfive (45) quarter units.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience in operations maintenance and/or regulatory compliance and reporting for water services.
  • Experience in regulatory research operations analysis compliance and implementation of new policy and programs for a utility department or agency.
  • Strong oral and written communication skills interacting with internal and external stakeholders.
  • Knowledge of domestic and commercial water service systems and fixtures hydraulic conditions such as backpressure and back siphonage.
  • Experience and knowledge of water resource engineering with emphasis in water quality water treatment and water distribution.
  • Knowledge of Federal State local laws and applicable codes and regulations applicable to drinking water water treatment and water distribution.
  • Experience establishing and evaluating project goals and adapting changes to a project as necessary. 

One year of fulltime employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine fulltime employment.
