We are presently identifying candidates for the following position: Strategy Coordinator. This candidate will work with the Dept. of State International Narcotics and Law Enforcements (DOSINL) Strategy Communications and Outreach Unit (SCO) Hybrid on the Professional Services Support (PSS) contract.

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the Presidents principal foreign policy advisor. The Department of States mission is to advance U.S. national security interests fight terrorism protect U.S. interests abroad and implement foreign policy initiatives that build a freer prosperous and secure world.

INLs Strategy Communications and Outreach Unit (SCO) is responsible for the development supervision coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/SCO reports to the INL Front Office (INL/FO) and leads crossbureau strategy and policy development and facilitates effective communication and interaction between INL and Congress domestic and international media and the general public.

Minimum Qualifications
  • U.S. Citizen or legal U.S. resident;
  • A Bachelors degree from an accredited institution;
  • A minimum of ten (10) years experience in relevant field;
  • Demonstrated knowledge of specific country issues including specialized knowledge of international narcotics and law enforcement or similar type of programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
  • Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
  • Ability to communicate effectively both orally and in writing with a wide range of players;
  • Demonstrated ability to provide advice guidance and consultation with regard to the interpretation and application of analysis;
  • Experience drafting US government reports and documents such as the INCSR embassy cables and other documents.
Preferred Qualifications
  • Demonstrated experience in or knowledge of natural resource crime policy or foreign capacity building programming;
  • Demonstrated experience with or knowledge of State Department strategic planning processes;
  • Demonstrated familiarity with U.S. national security priorities;
  • General knowledge of key concepts of criminal justice reform transnational crime anticorruption and the rule of law;
  • Demonstrated superior interpersonal skills and proven ability to establish and maintain effective relationships build consensus and work well in both individual and team situations.
Responsibilities
  • Coordinate the development and implementation of bureauwide strategies including thorough review of program alignment (both existing programming and proposed new programming) and contributing to specific budgeting processes;
  • Confer with senior specialists action officers and analysts within INL the interagency and various external organizations to develop information obtain clarification of divergent viewpoints and build consensus for a course of action;
  • Collaborate with staff around the bureau to ensure strategies maintain alignments with higherlevel guidance reflect changes in the strategic landscape and incorporate performance and learning data; update bureau strategies (and communicate updates internally) as appropriate;
  • Conduct defined research projects including thorough information searches compilation of data and development of preliminary analyses for the supervisor or other staff officers as appropriate;
  • Monitor emerging trends threats and opportunities applicable to the work on the INL bureau and assigned strategies in coordination with other offices where appropriate;
  • Read relevant publications reports legislation and directives that may be relevant to the SPP teams activities. Maintain awareness of relevant think tank academic or other nongovernmental events or reports regarding topics covered by INL core strategies;
  • Assist in the preparation of a variety of documents including strategies policy guidance briefing materials talking points and information memoranda; as needed supports INL Management Board and INL/FOdirected projects;
  • Proactively identify opportunities for SPP collaboration across INL/SCO and with INL regional and functional offices and otherwise support the INL/FOs vision of a matrixed organization;
  • Coordinate with relevant offices to guide project packages or products as needed to support strategy implementation;

  • Collaborate with INL/SCO/SPP on the development of the bureaus Integrated Action Plan that will consolidate bureau strategies;
  • Assist in the strategic planning for programs;
  • Support liaison efforts within organization other government agencies and nongovernmental organizations;
  • Support the development of position papers or other documents to guide INL participation in a variety of Departmental and interagency strategic planning or coordination events;
  • As needed stand in for INL/SCO staff at various meetings or other events and prepare readouts.
Position Location
  • The physical work location is the INL/FO/SCO office at State Annex 1 (Columbia Plaza 2401 E Street NW Washington D.C.) and/or the Harry S. Truman Main State Building (2201 C St. NW Washington D.C.).
