Job Duties
A. Performance Management (for employees who supervise others)
Serves in a managerial/supervisory capacity and conducts performance management activities for staff
Establishes and reviews work assignments and priorities and resolves related issues in conjunction with program management and Human Resource staff
Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals
B. Compliance & Consultation
Independently consults analyzes reviews and assists with procurement activities of VDH central office programs and Local Health Departments to include purchasing activity and documentation processing systems and business processes
Assesses operational efficiency and effectiveness as well as compliance with applicable procurement laws policies and procedures
Provides findings operational recommendations and appropriate action and cost recovery opportunities
Submits reports with recommended corrective actions to senior level administrators as appropriate
Periodically follows up with Local Health Departments and Programs to determine if corrective actions have been taken
Recommends suspension or revocation of delegated purchasing authority when warranted
Applies extensive knowledge of the principles and practices of procurement material operations contract management and governmental purchasing
Uses basic spend management reports to identify source and contract for organizational needs
C. Procurement/Contracting
Researches develops writes and/or reviews Requests for Proposals (RFP)/contracts and Invitations for Bid (IFB) defines specific requirement and proposal evaluation criteria for complex goods and services evaluates proposals received and negotiates and awards centralized single or multilocation contracts in order to maximize service levels and minimize costs for the State using formal training and experience; many of these RFPs IFBs will be developed for the first time requiring a very high level of expertise.
May direct or serve as a member of a review team using a comprehensive understanding of all procurement related functional areas and analytical communication and investigative skills
Assists in development of required format purchasing methods and procedures the goods or service industry involved applicable laws and regulations and evaluation criteria to assist agency personnel statewide and in drafting or writing procurement solicitations using procurement experience formal training and the APSPM and VPPA
Manages/directs develops implements interprets and evaluates complex procurement programs and processes
Provides support in budget development and monthly reconciliation efforts to monitor division expenditures.
D. Subject Matter Expertise
Researches prepares and conducts training workshop(s) or individual training presented to purchasing in other work units and other officials as requested
Provides eVA and Small Purchase Charge Card training as needed and mentors buying staff
Serves in an advisory capacity and/or participates in the development and implementation of VDH material management training initiatives and information systems
Assists in developing strategy and implementing policies for material management related activities
Researches writes and distributes or assists in how to publications for use by the agency
Receives and responds to purchasing related inquiries from vendors; provides consultant services to the agency and on procurement or related operational maters; interprets policy and procedures; and directs or participates in special projects
Serves as an expert of procurement law including the Virginia Public Procurement Act and procurement principles and practice including approved methods of procurement supplier diversity requirements specification package development contract management and administration principles and small purchase programs
E. Customer Service
Responds to requests from Local Health Departments program managers and management for assistance increased delegation of purchasing authority reviews for compliance with published standards and recommends increase or retention of authority
Responds to special requests from State agencies and other public bodies for review information analyses and activities of operational practices and procedures written policies and procedures forms solicitations etc. and offers suggestions as appropriate
Plans manages and/or participates in special projects and/or initiatives and may attend various committees meetings staff as assigned by the manager and/or independently as required
Assists with diverse task force activities and committees designated by management
Supports the intent of Executive Order 20 (2014) and the goals of the Agency Annual Swam Procurement Plan when making vendor sourcing decisions for goods and services; ensures that the agency is following the SWaM set asides for the purchasing of goods and services and is the SWAM Champion for the agency; ensures that purchases of goods and services follow the Setaside for Award Priority in the APSPM 3.10
Minimum Qualifications
Comprehensive knowledge of state and federal procurement policies and procedures
Considerable knowledge of the principles and practices of public administration/business management finance procurement and contracting
Experience managing programs and providing supervision of staff
Knowledge of FOIA principles related to procurement activities considerable knowledge of contract law and experience in Procurement and Materials Management
Substantial knowledge and use of statewide central electronic procurement system financial systems and warehouse management systems
Complete knowledge and application of best practice contract management and administration principles
Additional Considerations
Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager Certifications (CPM) or a Virginia Contracting Master (VCM) are desirable
Knowledge and use of agency specific resource planning systems
