The Virginia Department of Veterans Services (DVS) is a state government agency with 50 locations across the Commonwealth of Virginia. DVS traces its history to 1928 and the establishment of the Virginia War Service Bureau to assist Virginias World War I veterans. Today DVS assists veterans and their families in filing claims for federal veterans benefits; provides veterans and family members with linkages to services including behavioral healthcare housing employment education and other programs. The agency operates three longterm care facilities offering inpatient skilled nursing care Alzheimers/memory care and shortterm rehabilitation for veterans; and provides an honored final resting place for veterans and their families at three state veterans cemeteries. DVS is seeking a highly experienced resultsoriented innovative and forwardthinking leader to serve in the newly created position of Director of Transformation. You will serve as a strategic partner lead change management initiatives and contribute to longterm strategy technology and innovation. Additionally the Director will lead the agency flagship online portal hub the Virginia Veterans Network (VVN) a critical priority which will focus on delivery of veteran resources outreach and support for Virginias veterans and their families. The Director reports to the Chief of Staff and participates as a member of the DVS Leadership Team to fulfill directorate and agency objectives as established by the Code of Virginia the Commissioner and the Executive Team. With minimum supervision the Director will lead directoratewide initiatives and contribute to establishing the strategic direction of the agency mission outcomes and performance.
The Director will oversee agency change management initiatives and the development and implementation of veteran programs through project management. The Director will develop program plans assess need monitor timelines for implementation and track milestones deliverables and outcomes. The role will manage initiative launches workflow management and coordinate efforts across service lines and directorates.
The Director will lead the implementation of the Virginia Veterans Network (VVN). The role will oversee the inprocess development program plan of the network review relevant and leading technologies and solutions that can accelerate program success and partner with the DVS Communications Team to develop ongoing messaging updates and progress towards VVN objectives. The Director will develop OKRs to measure outcomes objectives and successes of VVN to support veterans and develop presentations and plans to communicate progress and outcomes to the Commissioner Secretary of Veterans Affairs Office the Governors Office and various veteran Board officials. The role will contribute to the agency longterm strategy new technology efforts and innovation. Additionally the Director will identify key agency strategic opportunities and collaborate with senior leaders and a cross section of employees to develop strategic programs services and initiatives to support veterans.
Minimum Qualifications
Experience providing support to leaders stakeholders business partners and the community on relevant topics impacting veteran services.
Comprehensive knowledge and experience in systems planning and development methods; skill in problem identification and resolution.
Strong relationship management skills and demonstrated ability to build strategic partnerships influence change create and maintain credibility among colleagues and senior leadership.
Knowledge of principles and practices of quality management continuous program improvement practices achieving target outcomes and assessment and evaluation of veteran programs.
Demonstrated ability to work with and manage cross functional teams to address operational gaps define solutions and manage the implementation of improvements with tangible results.
Considerable project management experience to include project planning and tracking creating endtoend project plans communicating issues identifying risks and dependencies.
Ability to collaborate with key external stakeholders to deliver programs to meet agency strategic objectives.
Experience developing and monitoring objectives and key results (OKRs) to measure progress towards outcomes.
Demonstrated ability to problem solve and recommend appropriate solutions based on logical considerations of alternatives.
Ability to facilitate meetings and strong presentation skills with the ability to build consensus around an issue with multiple state officials and various stakeholders.
Familiarity with business and technology sectors and incorporating leading edge technologies into service architectures.
Additional Considerations
Knowledge of veteran programs including education transition services employment benefits services counseling family support or related programs to support veterans.
Demonstrated experience with information technology platforms to develop and implement various projects from inception to implementation.
A combination of advanced education and experience in project management business public administration organizational leadership or related field.
