The Department of Economic Security Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as an RSA Payment Specialist with the Finance and Budget Operations Administration (FBOA). This position is responsible for reviewing analyzing validating and reconciling invoices from various vendors that provide goods and services to RSA. This position is also responsible for ensuring the accurate and timely processing of invoicing. Responsible for accurate and timely claims payment and/or resolution using various subsystems. Provides assistance to providers by phone or email and confers with field staff as needed. This position is responsible for processing warrants; conducts research cancels or issues stop payments and as required reissues warrants. Receives research and processes refunds. This position applies and exercises accounting principles and practices with Government Accountability Office (GAO) Accounting DES Accounting and DERS Finance & Accounting Unit.
Travel may be required to attend offsite meetings trainings or conferences.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
Timely and accurately processes payments of basic and complex provider and client invoices using various subsystems. To ensure separation of duties will be responsible for reviewing daily payments made by other members of the unit and communicating results to team members.
Analyzes researches and resolves authorization issues which may require using data from subsystems (Information Provided by the Entity (IPE) invoice checklists and other sources.
Process daily payroll warrants; conduct research cancels or issues stop payments and as required reissues warrants. Receives research and processes refunds. Ensure warrants are secured. attend mandatory meetings every quarter to maintain procurement authority.
Confers with field staff by providing technical assistance; clarification of authorization process determination of correct unit amounts when discrepancies occur. Communicate through email to supervisor or management as required.
Knowledge of State and federal laws; rules regulations agency policy and procedures relating to procurement and payment of provider and client invoices.
Knowledge of basic math skills and accounting principles techniques and practices.
Knowledge of various automated systems programs requiring specialized invoicing and services.
Knowledge of customer service principles.
Knowledge and skill of Word and Excel software.
Skills in Analytical research computer skills interpersonal skills oral and written communication skills problem identification and resolution skill in comparing financial codes for accuracy.
Skill in providing quality customer service.
Ability to communicate verbally and in writing; perform math computations compare codes figures for accuracy identify and resolve problem invoices review authorizations and invoices.
Successfully pass background and reference checks; employment is contingent upon completion of the abovementioned process and the agencys ability to reasonably accommodate any restrictions.

High School diploma or GED
Travel will be required for State business. Any employee operating a motor vehicle in State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R210207.11).
