The Behavioral Health Adult Protective Service (APS) Investigator/Screener is responsible for screening and investigating APS referrals to determine whether the event reported meets abuse definitions within the Oregon Administrative Rules (OAR). This position also makes referrals and recommendations conducts protective services for individuals with mental health concerns and writes reports and other documentation. The APS Investigator/Screener is a designee of the State executing statutory responsibilities on abuse/neglect allegations protective services referrals. Creates a work culture of respect trust and understanding for the highly diverse populations the Health Department serves in the office and in the community. Every employee shares the responsibility for promptly bringing to the Countys attention conduct that interferes with providing a work environment free of illegal discrimination and harassment. This is an OnCall position assignment. Work hours are between 8:00 am 5:00 pm. Hours will vary but may be up to 40 hours per week.

As the APS Investigator/Screener other duties will include:

Conduct Screenings

  • Screen all calls/emails to determine whether the incident meets the definition of abuse.

  • While in the screening role this position will use the definition of abuse from the OAR that is appropriate to the setting in which the alleged victim lives and receives mental health services.

  • Completion of entering all screening/emails into the Central Abuse Management (CAM) system and consulting with Office of Training Investigations and Safety (OTIS).

  • This position provides consultation to case managers and other providers to determine their best course of action to maintain client safety and to report local law enforcement agencies if there is reason to believe a crime has been committed.

  • Conduct and document safety planning as needed.

  • Include in the screening and evaluation process a focus on quality improvement policy development and workflow innovation.

Conduct Investigations and Death Reviews

  • Serve as the designee for the State of Oregon DHS to investigate allegations of abuse and neglect that occur in the community mental health programs and conduct death reviews.

  • Interview complainant witnesses alleged victims alleged perpetrators and other relevant parties.

  • Review interpret and collect medical mental health and social information from treatment records and medical charts.

  • Consult with medical and mental health professionals.

  • Conduct interviews of collateral contacts such as law enforcement family members and friends as needed.

  • Document in Electronic Health Record (EHR) on State forms and in program forms where necessary.

  • File police reports as needed.

  • Provide advocacy for clients as needed.

  • Work in consultation with mental health providers to develop action plans for protection of the alleged victims.

  • Provide a culturallysensitive lens when recommending services to persons at risk of financial exploitation selfneglect physical abuse and medical risk.

  • Conduct interviews to assess service needs.

  • Complete comprehensive written reports justifying and documenting actions taken that may be used in hearings and / or in conjunction with criminal charges filed upon the completion of the investigation.

Supervision/Training/Meetings

  • Participate in individual and group supervision.

  • Use supervision to address and identify strengths areas of growth training needs program needs and professional development issues.

  • Participate in State and County trainings as needed.

  • Participate in shadowing a team with new staff when there are administrative rules changes when new protocols are developed and as needed.

  • Participate in staff meetings client staffings divisionwide and countywide meetings as needed.

MINIMUM QUALIFICATIONS (REQUIRED):

Education/Certification: Masters degree from an accredited college or university in the mental health field with major coursework in social science or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHPR) credentialing requirements as required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO) more information can be found at MHACBO website.
