Job Description

The person in this position is supervised by the superintendent and is responsible for providing the financial leadership necessary for creating and maintaining conditions for a high level of credibility accountability and efficiency within the district. With the goal of assuring the districts financial wellbeing this position assists in planning organizing directing and managing the overall financial and business functions. Work with the district office staff members and administrative team to develop and maintain the concept of teamwork in the district. This position supervises business office employees as well as oversees the food service program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Employees in this position perform some or all of the following tasks. Other related duties as assigned.

  1. Supervise district payroll and accounts payable in accordance with policies and procedures including all payroll and financial reports and responsibility for employee insurance retirement annuities taxes and other employee related data.
  2. Assist the superintendent in developing a budget document that reflects the goals and objectives of the organization process the purchasing forms and ensure procedures and accurately followed.
  3. Supervises the maintenance of the districts fiscal accounting system in a manner consistent with established and accepted governmental accounting principles and practices and in sufficient detail to produce adequate revenue expenditure and statistical data for management purposes.
  4. Plans and oversees the operations of fiscal programs. Prepares long and shortrange plans for fiscal services and prepares comprehensive operating plans.
  5. Manage debt payments for bonds and loans.
  6. Prepare annual disclosure related to bond.
  7. Oversee fiscal grant management.
  8. Prepare bank reconciliations.
  9. Coordinate workers comp program.
  10. Directs and coordinates all district business activities.
  11. Serves as the districts deputy clerk.
  12. Organizes and establishes budget development and procedures under the direction of the superintendent and exercises budget control.
  13. Directs and coordinates the development of districtwide budget and directs and coordinates the development of budgets for all departments within areas of responsibility and controls expenditures within approved budgets.
  14. Participates with county and state organizations in staying abreast of school finance reform and other districtrelated issues.
  15. Acts as agent of the school board in approving expenditures for goods services and payroll.
  16. Supervises all purchasing for the school system including storage distribution and disposal of supplies and materials.
  17. Advises the superintendent and provides consultant services to appropriate staff members on all matters relating to business affairs.
  18. Control daily cash flow and invest all available funds in accordance with the districts investment policy.
  19. Provide and maintain adequate controls and safeguards to protect district funds and property.
  20. Supervises the development of monthly and annual financial and business reports as required.
  21. Provides general supervision of all contracts agreements and transactions affecting the business function of the district.
  22. Manages the districts real estate (debt side) and insurance programs.
  23. Prepares and coordinates year end reports for financial audit.
  24. Directs and supervises inventory of district equipment and goods.
  25. Supervises district bookkeeper in reports of student accounts as related to ADMw for basic school fund.
  26. Manage the districts property and liability insurance and appraisal programs. Provide insurance coverage on all district facilities furnishings and equipment.
  27. Provide direction and liaison services with district banking institutions.
  28. Compile data for all state federal and other required reports; complete and file all such reports.
  29. Provide direction for the Infinite Visions system in relation to financial records and the input of information ensuring accurate and timely processing.
  30. Participates in the planning and development of new facilities and the closure of facilities when necessary.
  31. Record and/or oversee the recording of all receipts and investing available district funds in a manner most beneficial to the district and that the accounting for such funds is complete and accurate.
  32. Collect prepare and/or oversee the collection and preparation of information requested by the board superintendent or collective bargaining units for use in the collective bargaining process within the district policy. Participate in collective bargaining process.
  33. Assume responsibility for the internal auditing of accounts on a regular basis and arrange for an audit by an outside firm each fiscal year.
  34. Maintain a high level of ethical behavior and confidentiality when it comes to information relating to personnel issues salaries evaluations grievances and arbitrations collective bargaining and legal matters affecting the district.
  35. Prepare periodic financial statements and special reports determining which accounts are applicable to the data requested.
  36. Maintain records of cash balances and reconcile all bank statements.
  37. Assist administrators in the preparation of confidential data regarding personnel salaries and evaluation.
  38. Assist the superintendent in the collection and presentation of information in issues facing the board.
  39. Assist the superintendent in the drafting reviewing and updating of business office district policies and procedures agendas support data budget and job descriptions etc. as required and present same to the board for approval.
  40. Manages supervises and/or performs district required duties in the following areas: audit preparation Oregon Department of Education reporting related to finance cash management and investments debt service and capital projects fund financial accounting reporting planning and budgeting food service operations insurance / risk management school facility planning labor negotiations business office management and supervision payroll accounting and fringe benefits transportation contract liaison purchasing and supply real estate and fixed assets grant management school and community relations and advised / consult superintendent on budget and fiscal details.
  41. Serves as district liaison between classified association and serves as a district negotiation team member with classified negotiations.
  42. Ability to calculate payroll information with a high level of accuracy.
  43. Ability to establish and maintain filing and recordkeeping systems.
  44. Prepares various written documents (e.g. correspondence reports analyses etc.) for the purpose of providing written support and/or conveying information as required.
  45. Participate in administrative meetings board meetings negotiation meetings and other such meetings as required or appropriate.
  46. Demonstrate regular and acceptable attendance and punctuality as set forth in board policy.
  47. Be familiar with and adhere to all relevant board policies administrative regulations and building rules.
  48. Interacts thoughtfully and courteously with students staff parents businesses agencies and community members and resolves conflict in a professional manner.
  49. Work independently under district guidelines and cooperatively in teams with other staff members.
  50. Attends inservice and workshop trainings; applying training to responsibilities.
  51. Completes appropriate logs forms and paperwork as required.
  52. Reports safety sanitary and fire hazards immediately to supervisor.
  53. Reports issues to authorities as necessary animal control suspicious activity etc.
  54. Operates and troubleshoots office machinery.
  55. Perform other related duties as required or assigned.

SUPERVISION

All school employees have some responsibility for supervising students and assisting in maintaining a safe environment. Supervise and evaluate the performance of business office staff.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential duty satisfactorily.   • Education and/or Experience: High school diploma or General Education Diploma (GED) and at least two years related experience and/or training advanced degree or specialized training in business management or equivalent combination of education and experience. Experience as a school district business manager municipal bond levy experience and knowledge of the Oregon Public Employees Retirement System (PERS) desired.
  • Interpersonal Skills: Works well with others from diverse backgrounds. Focuses on solving conflict; maintaining confidentiality; listening to others without interrupting; keeping emotions under control; remaining open to others ideas and contributing to building a positive team spirit. Demonstrated ability to multitask and work with staff students and parents.
  • Language Skills: Ability to communicate fluently verbally and in writing in English. Ability to respond effectively to questions in oneonone small group situations to student and other school and/ or district staff. Ability to effectively present information and verbally respond to common inquiries from students staff parent district patrons and the general public. Ability to read and interpret documents such as safety rules data memos emails operating and maintenance instructions procedure manuals and governmental regulations. Ability to write routine reports and correspondence and proofing content.
  • Mathematical Skills: Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute and apply rate ratio and percent to practical situation. Ability to draw and interpret a variety of graphs.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written oral schedule or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Exceptional written and oral communication skills.
  • Computer Skills: Strong knowledge of computer usage and ability to use accounting software email internet software database software spreadsheets word processing software and computer programs used by the district. Ability to type accurately and proficiently. Ability to proficiently use the following programs strongly preferred: MS Word Excel Outlook Google and other student databases.
  • Other Skills and Abilities: Ability to appropriately communicate with students teachers parents vendors and members of the community. Ability to exercise good judgment to meet timelines and work in a dynamic environment with constant interruptions. Ability to effectively prioritize assigned tasks and projects.
  • Certificates Licenses Registrations: Certificates as determined by the District including ability to obtain a valid CPR/First Aid card and Oregon drivers license. Must be willing to be fingerprinted for a criminal history records check.

While performing the duties of this job the employee is regularly required to talk or hear. The employee is frequently required to walk stand sit use hands for fine manipulation handle or feel and reach with hands and arms using a keyboard and video display terminal. Specific vision abilities required by this job include close vision distance vision ability to adjust focus and peripheral vision.

The work environment combines standard office setting including standard office equipment (fax copier phone computer 10key etc.) with the standard school setting.
