The Project Planning and Delivery Section is looking to fill multiple multiple Project Control Engineer IV positions with professionals that are excited about cost control and scheduling and have experience supporting large capital programs. Successful candidates would join our team of 300 professionals that are responsible for delivering the capital program at theKing County Wastewater Treatment Division (WTD).

The Project Control Engineer IV is responsible for providing leadership collaboration and training to technical staff supporting project and program managers and Division management developing strategies and implementing project controls on projects contracts and programs.

The successful candidate will have proven experience with cost controls budgeting contract administration and scheduling for large capital programs in the public sector. This position will lead multiple functional business processes and provide project control support on large scale public works projects and programs during design construction and closeout phases. This opportunity will support and shape the Wastewater Treatment Divisions future spending expected be in the billions of dollars. This work helps to keep King Countys water clean and will set the foundation for another 50 years of exemplary environmental stewardship.

This is a hybrid position. Staff will primarily telework but have access to a downtown coworking space and various facilities to participate in trainings and workshops conduct meetings and engage colleagues. The frequency of onsite work will depend on business needs. Some mandatory site visits and field work cannot be accessed via public transportation. Candidates will have access to a county vehicle or can be reimbursed if using their personal vehicle. Candidates will be issued a laptop a regional transit pass and a stipend for work boots and PPE.

What You Will Be Doing:

• This position will administer create maintain and evaluate program and project cashflows spending cost estimates schedules risk assessments key performance indicators and contracts. Additionally this position will make recommendations on these subjects to internal and external teams and management. Other core duties include:
  • Oversee guide and assist work performed by section staff involved in cost control scheduling budgeting and contract administration activities as assigned. Act as a resource for all staff members and project and program control activities.
  • Develop establish and maintain standards that ensure required documents are legally maintained to successfully defend claims and lawsuits and respond to audits or public disclosure requests. The successful candidate will lead document train and influence employees to adhere to the standards.
  • Provide direction mentorship and training effectively to teleworking staff in the key project control sectors (scope schedule budget risk contracting).
  • Oversee the work of consultants and contractors review complex design and construction projects and manage contingency funds to determine if reallocation is required due to risk assessment.
  • Support the procurement process for contracts. Review and analyze progress payments and monthly reports to ensure compliance with established procedures and contract terms and conditions.
  • Support project managers and project teams on standard technical development of project schedule and budget baselines.

Qualifications You Bring:

• A minimum five years experience applying basic mathematical computations or any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification.
• Minimum 3 years experience as a project control engineer or equivalent field with increasing responsibility.
• Advanced ability to work independently on multiple projects and oversee the performance of others work simultaneously.
• Advanced knowledge of cost estimating scheduling and risk assessment techniques and principles.
• Knowledge of project management practices and processes.
• Experience developing critical path schedules.
• Experience working effectively with people of diverse backgrounds.
• Excellent oral and written communication skills.
• Strong software skills that support the delivery of work products as well as gathering manipulating and using data such as Word Outlook PowerPoint Excel SharePoint and database management programs.

Working Conditions

• Remote and Onsite Work Details:Remote and Onsite Work Details: Employees in this role work remotely from a home location with onsite reporting requirements 1 2 times monthly at a King County worksite. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St Seattle WA 98104) and treatment plant facilities. This work arrangement promotes worklifebalance and reduces carbon footprint under the departments vision of Green Where We Work.
• Remote Work Location Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
• Work Schedule:This fulltime position works a 40hour work week. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtimeeligible
• Union Representation:This position is represented by King County Technical Employees Association (TEA) bargaining unit.
